    I've always been reminded of Alma when reading through the Psion Uncarnate prestige. Perhaps a ghost Uncarnate? The Ghostwalk supplement has plenty of rules on how levels one had prior to dying are handled post-mortem, and also has alternate versions of 'ghost' geared for PCs in particular.

    Uncarnate 10 is permanently incorporeal, and can with effort become temporarily corporeal. Plus they have a touch attack that kills people, so Alma right there.

    So Pion (Telepath) 5 / Uncarnate 10, with as many additional levels of Telepath as you need. Probably Epic level, since you'll need access to Reality Revision in order to nuke the city.

    Remember that the F.E.A.R world is basically d20 Modern, so even a level 15 D&D character can unleash massive destruction. Plus, being Incorporeal makes her essentially invulnerable to 99% of everything in the world.

    If you want to implement her in a D&D game, make sure she can faze through objects (like the floor) to escape when too injured. Incorporeal in D&D isn't as awesome as you'd think, there's a lot of way to circumvent it.
