While it certainly does work mechanically (or will, once you note his BAB progression) and isn't too powerful as long as you avoid Silver Standard abuse and don't make the character a king or something like that (I'd peg it at a weak tier 4), I don't really think it makes that much sense from a roleplaying perspective. A noble with enough power to make the abilities significant probably isn't going to be adventuring much, so use for PCs doesn't really seem so likely, and for NPCs the Aristocrat class with appropriate NPC behavior should work just fine.

Lord McNoble: Halt, executioner! Under my rightful authority as Lord of Fiefdomland, this man is pardoned for his crimes!

    Executioner: Eh. *Chop*.

Lord McNoble: Dude, the hell? Seriously?

Executioner: Sorry sir, you're only level 15. You don't get the pardon class feature for another hundred XP or so.

    Lord McNoble: CURSE YOU DM!!!!!!

I'll be honest, social station itself does not warrant a unique base class. If someone's a noble, they're a noble. They don't need a class that says so. Not only that, but this class doesn't do a great job of representing what an NPC noble would be entitled to do. Hell, it needs a near-epic character just to get someone arrested!

Fast Talker is pretty vague. What does it mean to establish yourself as an authority in a situation? If you can't explain it in rules, it shouldn't be a class feature. On the other hand, if a noble needs to make a intimidate/diplomacy check just to tell his guards what to do, that would explain why they need t wait to level 19 to have someone arrested....

Also, why do they have skirmish? That seems kinda random. Yay mobile fighter aristocrats?
Guess who's good at avatars? Thormag. That's who.

A Campaign Setting more than a year in the making, Patria!
