Looking for an item (Pathfinder or 3.5)

I remember reading about an item that I want to get, but my DM won't allow it unless I show him where I read about it. I cannot remember the name and I am not really sure which system it was from, but it was either Pathfinder or 3.5.

Has anyone heard of a neck item that gives extra skill points when you level up, but only if you were wearing it for the entire level. I think it is plus 2 skill points.

I have not, but you might get better results moving this thread to the 3.5 subforum (which also deals with PF).
