Legal laws for RPG creation.

So I'm not sure where to post this, but since this is the rpg board I'll post this here.

So I'm currently trying to make an RPG and want to use the Roll & Keep system (what legend of the 5 rings an 7th sea use), however I am not familiar with the legal laws behind it. All I want is the Roll Skill plus Attribute and keep Attribute, not the HP system, magic system, or anything. Anyone know the laws for that or at least where I can find the laws for that?
