I had this pop into my head. Think it works?

Duration instantaneous
Saving Throw Fortitude partial; Spell Resistance yes
A freezing blast erupts from your fingertips.
Any creature in the line of ice takes 1d4 points of cold damage per caster level (maximum 5d4) and is entangled for 2 rounds. A successful Fortitude save halves the damage and negates the entanglement.Last edited by Wahrheit; 2013-04-13 at 01:00 AM.

The save should halve damage. Even after that change it'll be a bit stronger than most blasts of its level, but that's not really a problem since blasts tend to be terrible without major optimization.

True enough. This spell's main disadvantage compared to Burning Hands, which I based it off of, is that it's a line instead of a cone, so a maximum of 3 targets hit instead of 7. Seems like the 2-round entangle is worth it, compared to 1st-level spells' usual 1-round secondary status effects?
