Recharging Power Points Houserule

I was thinking of trying out a psionics houserule in my game. Players would get 1/4 of their normally-allotted power points to manifest powers regularly, but could recharge their power points on basis of 1 minute: 1pp/lvl. Buffs would be a permanent tax on power points (reducing your max during a recharge).
