Currently Balanced Dex/Cha class?
I have the urge to play a charismatic, dual-wielding character who relies more on his speed and dexterity than his strength. Does anyone happen to know of any currently more-or-less balanced homebrew class along those line?
Also, I'm not quite sure where I was supposed to post something like this - if this is in the wrong place, I apologize, and I would appreciate if someone could point me in the right direction. Thanks!

So you want a party face who is incentivized to use Weapon Finesse and TWF while keeping Cha high?
This is the Knave, from Ziegander's limit breaker subsystem.
Pending your willingness to burn feats and/or saddle yourself with bard levels, a bard with dips into swashbuckler (weapon finesse), fighter (bonus feats), or ranger (TWF) would be very helpful with snowflake wardance.
Alternatively you could just be a TWF rogue with high Charisma, then use your skill points to max bluff and feint in combat for sneak attacks.All work I do is CC-BY-SA. Copy it wherever you want as long as you credit me.

Pathfinder brings us the Ninja, a high-T4/low-T3 class which meets your description.

That class looks interesting, and I've always loved the Final Fantasy series, so I will definitely want to try it out someday. Also, if I end up in a game where homebrew is strictly banned Snowflake Wardance might be a great option. Thanks!
WHOA, that's already a bunch of classes. Thank you so much! I'll have to decide on whose Warrior-Poet I prefer later, but right now every one of the classes look delicious.
That's great, thanks! Plus the fact that it's in WotC published material means that it'll probably be easier to get approved than straight up homebrew.

I mostly fix existing classes rather than homebrewing my own, but if your game is open for homebrew, I would to suggest my modified rules for Two-weapon Fighting.
There are 4 basic feats in the chain, and 2 optional ones for more specific purposes.
The major changes are that the penalties for extra attacks are reduced further than normal as you go deeper into the chain, and you get an AC (Parry) bonus when using two weapons to make up for the fact that TWF tends to not match THF for pure damage at high levels.
Also, if your group is interested, I've got improved feat chains for just about every weapons style.

You can always take two weapon fighting from Races of War.

There is the Battle Dancer base class from the Dragon Compendium that features a high BAB, good reflex saves, d8 hit dice... along with unarmed attack progression and unarmored AC that's charisma based.
Might make a good dip for your character idea.
