Spatial Distortion
Transmutation
Level: Arcane 5; Components: V, S, F; Casting Time: One attack action; Range: Medium; Area: 1d6x10ft. radius burst; Duration: Instantaneous; Saving Throw: Will half; Spell Resistance: Yes
The caster creates an area of unreality. Everything within the target area takes 1d4 damage per caster level, 1d6 damage per 2 caster levels, and 1d8 damage per 3 caster levels. This damage is 1/67th fire damage, half sex appeal damage, 1/4 concussion damage and 1/3 fairy floss damage. The remainder is typeless. Objects take double damage, and hardness is reversed (an object with hardness 10 takes an additional 10 damage).

If I could comprehend the average damage of that, I would pass judgement. At first I thought 1/67th was a typo, but dealing fairy floss damage says it's legit. Makes me wanna write up a spell chaos confetti. No cookies if you get the reference, it's not like it's new.

So... I do not know if modern works like DnD but... 18th level caster would deal 18d4 + 9d6 + 6d8 damage? So average 103.5, out of which 1.36 points would be fire damage? 20th level caster maximizing this would do 20*4+10*6+6*8 = 188 damage? Empowering with rod too for 282 points of damage to which nearly nobody is resistant. Yet, will for half... Interesting spell that almost might make damage casters worth it.

But in d20 Modern, the maximum caster level is 10, IIRC. And there are no empowering rods.

You can get it up to 15 with the Archmage, and 17 with the Arcane SpecOp, if you use Urban Arcana and Modern Magic.

Possibly because the Archmage and Ecclesiarch are very, very poorly written classes, so exactly what they do isn't really obvious.

Given all the Information quoted above, lets assume its 17th level caster:
17d4 + 8d6 + 5d8 = 42.5 + 28 + 22.5 = 93 average damage. 1.3 fire damage
Maximized: 68+48+40 = 156 Damage, 2.3 Fire Damage
Maximized and Empowered = 156 + 93/2 (You have to roll the empowered part of the spell) = 202.5, 3 fire damage.

Spell levels cap at 5, no matter your caster level, so no metamagic on a 5th level spell.

also, 1/4 plus 1/2 plus 1/3 plus 1/67 is, i'm fairly certain, more than 1/1, so it deals... more damage than it does without?

That seems like very very poor roleplaying.
Then again, I made a d20 modern Prc that got 6th-9th level spells but there's a secret society dedicated to killing anyone who takes it. That society being a bunch of hypocrits trying to make sure they're the only ones with 9th level spells.

Well, a magic user with a history as a member of a magical paramilitary group who also spends most of his time locked in an apartment studying magic is a role...
It's a roleplaying game, you can't escape that fact. All you can do is make up bizarre definitions of roleplaying that only mean something to you. If you're just talking about a theoretical max caster level that you're never going to use then it probably isn't roleplaying. Actually building such and playing a character would be roleplaying but that probably isn't what you're trying to do.
A confusing point about the spell, is it doesn't actually deal at least 67 damage does it count as dealing fire damage even though no actual damage of that type is dealt and wouldn't be effected by resistance? In my games we tend to say that any attack that deals a little fire damage can't be healed by Troll regeneration since the wound's cauterised.
