I'm a big fan of the Mass Effect series and I thought M&M 3e would be the perfect game to port the characters into.

Let's start with the big one, Archetypes. First here's the optional variant rule that I built powers around.
Cooldown- Any activated power that costs more than 6 points runs on a cooldown. Powers running on a cooldown require players to wait a turn before using them again. Extra effort can negate cooldown for a turn. Using two powers in a row from an array activates the cooldown on all powers in the array.

Disruptor- Replace secondary effect with Nullify tech +4.

Concussive Shot 12 points
Blast 4, Quirk -1 flat (Must be holding gun), Linked to Affliction 5 dazed, stunned, incapacitated.

Carnage
Blast 3, Variable: Linked to Ranged Weapons +1 flat, Multi-Attack +1 flat (Limited to a single target), Penetrating +3, Incurable +1 flat.
