Generally allowed if it's well fleshed out. E.g Unarmed Swordsage generally allowed, Arcane Swordsage, not so much. It was advised for the SI not to be allowed unless chairman allows it explicitly (r.e Black Flame Zealot).

Absolutely! No limit on competitors, all thats needed is a maximum of 2 entries before the end date. As ever, if you're new I'd recommend looking at previous comptetions entries and judging.

Excellent! I have a rules question:
Due to the nature of the competition, how much gold the hypothetical character had at first level, whether random or assigned, doesn't really matter, so randomness doesn't come into play. However, random ability scores could drastically the power of the build. Are there rules in place for allowing randomly rolled attributes, or is it best to stick with point buy to keep things simple and fair across the board?

Use the 32 point buy.
Do not use gold for items at all, even if you just post it as a guide the judges will just penalize you.I am what lurks under your bridge, I am the troll...

Some will, some won't.
In short, if your build requires a particular item (i.e you need a feat which requires 13 Charisma, but only have 12, and don't account for that with the inherent bonuses you get via leveling up (say you drop it all in Wisdom instead), you can technically still qualify for it through the use of items/spells) to function at its full power, then expect to be marked down.
However, Judgeshave played the game enough to recognise "needed items"; for example, a Charisma heavy build will made sure that it has access to a +Cha item, preferably of +6 by the time you're maxed out, maybe +4 by the time you've got yourself to the midpoint in the build. Other useful utilitarian items will be expected; say Anklets of Translocation are pretty uniform across many characters, and there's always a use for it; stating that you've got them is not ideal. To say you're an ubercharger, most people are aware of the standard weapon enhancements to such builds, and "Create a weapon" mode is always going to end up with a min-maxed stat character. These do not need to written down.
What is nice to see however is a character that spies a lovely little item which does more than *just up the numbers* that works specifically with the build at hand - Character Optimization is about 11+ years old now including the 3.0 content and most books have been datamined to *win D&D* by upping numbers, there's no need to go there. An example being if you find something that triggers off of a particular Class Ability, especially one to do with the SI, then include it. Synergy is quite a big part of some judges scoring when it comes down to how well things work, especially as such items can fall under any of Originality, Power, Elegance and UoSI.

Was working on a second dish (more of a joke entry than anything) before realizing I had read one of the prerequisites wrong... and while it doesn't destroy the planned build, it does mean a large amount of work I'd already done in formatting needs to be redone. No idea if I'll get back to it or not.

What's the stance on multiclass XP penalties?
Oh, and how do we do point-buy with races that have fixed ability scores? I can think of at least one way to have a Construct with a fixed score in Charisma, for instance. Do you just get the full point-buy pool and spend it on the rest of the attributes, leading to them being generally higher, or do you get a fraction of the original pool or what?

Multiclass exp penalties sometimes seem to generate penalties, or avoiding them generates bonuses. But small enough ones that you could account for power.

Ugh. My build didn't pan out the way I wanted; I misremembered the text of the core part of the build as doing something other than what it's supposed to.

Only a few days left for any secondary builds. I had a few come to mind, but I really can't think of a way to elegantly put them together. I would consider slapping one of them together, but I don't want to tax the judges any further. Don't want to scare any of yus off.

Someone with a lot of free time and a lot of effort to spare?
It was tough, sure, but I've submitted a build. So have a lot of other people. With the deadline approaching in a mere few days, I'm eager to see what everybody else did. There's also the fear of an identical build swimming around somewhere in the pool, but I think everyone gets that.

Retail did the same thing to me. I manage a specialty sales store and tax season always hits us hard too. Plus, my baby's been born, so there's not nearly as much stress. (If I hadn't rushed and put in a submission I'm sorta proud of, I'd probably been ok to judge after all)
