If they only copy small portions of the text, and aren't putting up the entire text, they might be able to claim "fair use". However, given the amount of material they have online, I'm not sure that'd hold up long in court if WotC was in the mood to litigate.
Most likely, WotC has decided not to be aggressive about the issue, figuring that for every person that says, "I guess I don't need to buy the book now", there's an equal number that decide "Wow, I gotta buy this book ASAP!"Handbooks:
