A532Cont The limit provided there is a maximum cap. I'll correct my preceding statement here (I misremembered the spell itself): that is a per-creature limit, not a per-casting.
In direct reference to your question, the statement "No undead creature you summon can have more Hit Dice than your caster level +1" means that you are not allowed to summon creatures with HD equal to your Caster Level +1, nothing more. Yes, as a Maneuver is a non-spellcasting attack.
