Default What system would you use to run a Mystery Men game?

Question per the title. A friend of mine is looking to run one, and I said I would help her find an appropriate system. I suggested Mutants and Masterminds, but I'm wondering if there is anything more suited.
Preferably not homebrew, but I am willing to listen to those with more experience than I when it comes to supers type games.

I'd second Mutants and Masterminds; it does low-power joke supers pretty well. I'm about to run a similar game along the lines of Mystery Men or The Tick and you can create some truly ridiculous powers if you put your mind to it.
