The Doling mortal of powerful chaos is a secret follower of the overdeity called the Doling master.

Skills: all of them
Spellcasting: as sorcerer, except all spells are considered known, even thos not on the sorcerer's spell list.
Manifesting: as psion, except from all power lists

The Doling mortal of powerful chaos can choose to gain the class abilities of a single base class instead of the psion's manifesting.

The doling mortal of powerful chaos uses his totaled abilities as a modifier to all rolls, d20 or otherwise. (10 in all would mean a +60 bonus to all rolls)

The doling mortal of powerful chaos gains divine ranks equal to half his class level, yet stays mortal.

Because the players must feel like they're doing at least something useful, otherwise the doling master wouldn't keep his perfect creations.

If he's got proper PC stats he would gain more, let's say an average of 12.5 for stats gives +75.

Ah, the feared epic doling mortal of powerful chaos. This being has enough power to destroy the entire world, given enough time. (as does any character with epic spellcasting) It also outshines the perfect creations in every single aspect.
