I was wondering if this guy was telling the truth

I can't seem to find it so I was disappointed and ended up not buying it, although there was a magic item that allowed me to wield larger weapon then normal. (Let's face it buying a book for one magic item is not worth it) Anyone have a pg number so I can look for it when I goto store and see it my self?

edit: I believe it's the last item in the tools section, but I could be wrong.

It is called Wilding Clasp and can indeed be found as the last tool on page 190.
