It looks like a character from Jojo's Bizzare Adventure, which i really should catch up on. Only watched the first part of the original anime and i've been meaning to catch up to Stardust Crusaders.

Jojo is weird in only the beautiful way that an English nobleman aided by men who are named after Led Zeppelin and REO Speedwagon can fight a man who turned vampire via donning a mayan stone mask.

It's a trip and a half and it only gets weirder.
