As a standard action, you can produce a 15 foot cone that deals 1d4 electrical damage (Reflex save for half ).
Essence: For each point of essence invested in this veil, increase the veil's damage by one step on the following scale: 1d4 >1d6 > 3d6 > 5d6 > 7d6 > 9d6 > 11d6 > 13d6 > 15d6 >17d6. The size of the cone increases by 5' for every 2 points of essence invested.
Chakra Bind (Hands): [V2] Any target that fails its save and takes damage from this veil is sickened for one round.
Chakra Bind (Wrists): In addition to the hand bind effect, you use d8s instead of d6's for the damage of this veil.

As a standard action, you can produce a 15 foot cone that deals 1d6 shock damage (Reflex save for half ).

Not bad, it's hard to judge the damage scaling without knowing how essentia capacity scales in Pathfinder though. Also you left the words "breath weapon" in from what I assume is the ability you ripped off adapted.

Everyone gets up to 4 essence capacity. Viziers and guru get an extra 3 from class levels, plus you can increase any receptacle by 1 with a feat. Items can boost you up to 3 more.

I probably should knock it back down a step to match the veil I ripped off though, scales too quick at low levels as-is. I based it an a veil that gives a dragon's breath weapon, but boosted the damage, which was a mistake.

ed - Corrected. The rider effect and increasing area are what is supposed to set it apart from the gorget of the wyrm. Plus it doesn't grant flight or energy resistance, so they really only overlap in base effect.
