Fell Weaken
Would a Ray of Enfeeblement modified by the Fell Weaken metamagic feat give the target a 1d6+4 penalty to strength?

No, because Ray of Enfeeblement doesn't do damage. It imposes a penalty to strength.
Chill Touch, on the other hand...or Weird...those both do actual strength damage, so the feat would enhance that aspect.

All a Fell Weaken does is impose a single -4 penalty to Str. Not really worth the +1 LA on the spell, in my opinion. And keep in mind that penalties from the same source don't stack. So its not like you could use a Duskblade combo to Weaken your enemy to death in one round. Also, there's really no reason to bother imposing minor penalties on your enemies, because if you're using metamagic spells, you should be able to pretty much kill your enemy that round.
