nWoD: Dexterity + Brawl?

Hello, I was looking at the different grappling fighting styles in the New World of Darkness for my second character (just in case my first gets abandoned alone to a monster. Again.), and I noticed that most of them had Dexterity as a prerequisite, but not Strength. When they did have both, Dexterity was usually higher, even, which brings to mind a question: can an experienced fighter use Dexterity instead of Strength for grappling? Could they just get Fighting Finesse (Brawl) to do so? I would appreciate input on this, please.

Well, Fighting Finesse requires you to choose a Brawl or Weaponry specialization to apply it to. So you could grab Fighting Finesse(grappling). If your ST okayed it.
