Default Making my own Character Generator

Does anyone know any free programs I could use to make my own automatic Character Generator? Specifically, I'm making one for The Mutant Epoch, a post apocalyptic game which is extremely randomized, with tables for just about everything. Here's the site, it's rather unknown.

What I'd like to do is make the generator work like this. I plan to generate 3 characters for each player, because it's a brutal, unbalanced game, and 2-3 character per player is recommended by the game creator.

Choose a character Type for each Character. Color Red your choice and Scratch out choices above, below, and beside your choice In Red.

    Ex.
    Character 1: Severe Mutant/Pure Human/Military Clone
    Character 2: Military Clone/Battle Bio-Replica/Pure Human
    Character 3: Cyborg/Ghost Mutant/Pure Human

In this list, I decide I want the Bio-Replica.
    Character 1: Severe Mutant/Pure Human/Military Clone
    Character 2: Military Clone/Battle Bio-Replica/Pure Human
    Character 3: Cyborg/Ghost Mutant/Pure Human

Due to my choice, I lose out on some choices
    Character 1: Severe Mutant/Pure Human/Military Clone
    Character 2: Military Clone/Battle Bio-Replica/Pure Human
    Character 3: Cyborg/Ghost Mutant/Pure Human
Now I can only choose between the Mutant, Clone, Cyborg, and Human.

So I decide to choose the Cyborg, leaving me with the Clone being the only choice.
    Character 1: Severe Mutant/Pure Human/Military Clone
    Character 2: Military Clone/Battle Bio-Replica/Pure Human
    Character 3: Cyborg/Ghost Mutant/Pure Human

So, I chose the Clone, completing my sheet.
    Character 1: Severe Mutant/Pure Human/Military Clone
    Character 2: Military Clone/Battle Bio-Replica/Pure Human
    Character 3: Cyborg/Ghost Mutant/Pure Human.

(I messed up, I'll fix it later.)

If you get the tables down then i think you can do it in C+. I knew a programmer who did a Mech builder for Battletech with that.

If you aren't used to programming, then I would suggest you take a look at http://dxcontent.com/ this is a side that has a tool designed for creating generators. It takes a bit of time getting used to, but it shouldn't take more than a day.
    Homebrew currently in the air:
Beastmaster (Single strong companion) (Merge) (Buff) (Companions CC)
    Life-bender (move HP)(Shielding)

    My Homebrew:
    Lycanthropic Barbarian[3.5]
    Guerilla Warrior[3.5]
    Pact Bound[3.5][WIP]
