Default Tiny/Large Races: Potential to Standardize or Permanently Marginalized?

Is it possible to balance Tiny and/or Large races as +0 LA, as a whole, without resorting to applying extreme and bizarre abilities/hindrances to each individual race?

In other words, what would it take to make Tiny characters generally worth playing, if they are not already? What would it take to make Large +0 LA races NOT universally appealing as tank characters? Or is it just not possible?

A Tiny character without nerfed casting stats is destined to be a spellcaster, the advantage of being tiny is amazingly good and the penalties are next to nonexistent for casters.

And the alternative, a Large (or larger) race will almost always be a melee combatant. Reach, using larger weapons, and racial bonuses to physical stats make this a certainty. The only way to have a Large race without strength and constitution bonuses would be to make them very thin, but then they still definitely get reach. I don't see any plausible way to take away both things. Also, LA isn't as big of a problem for melee, so even something like Half-Ogre (LA +2) or Half-Giant (medium but powerful build, LA +1) is a solid choice for a fighter
