I think it's fair to say that most monsters varied greatly through the editions.

So 4e nymhs look like nymphs, yes! A dryad is a nymph, though... a tree nymph, specifically, but still, by definition, a nymph. So now the problem (such as it is) is that 4e dryads do not appear to be nymphs. Hhmm.

No, not human-butchered tree, that's too divorced from nature.

The natural likely inspiration. I.e. Mountain top trees that grow stunted and bush minus size already.

    Dwarf

The first PC race has been reached! At times it's like the only PHB race people ever use is human, so let's give the dwarves some of their well-deserved attention.

    Mountain/Hill Dwarf

Also known as 'the underground one' and the 'slightly less underground one'. Mechanically both standard PHB dwarves, so I shouldn't have to explain why I'm giving them +0 LA.

    Deep Dwarf

Another +0 LA, but one I'm surprised isn't picked more often. Better saves against spells, SLA's and poison than regular dwarves, a 50% increase to darkvision range, and nothing but Light Sensitivity (you know, that situational, minor, easily mitigable penalty) to balance it out. I don't really see a reason to pick mountain dwarf over this one.

Also, why do deep dwarves, who spend their entire lives underground, have brighter hair and skin than other dwarves? Don't cavern organisms generally get less colorful?

    Duergar

Lots of bonuses on a standard dwarf chassis here. Poison resistance turns to immunity (very useful when your next-door neighbors are drow), darkvision range gets increased, skill bonuses, and finally two SLA's with a caster level equal to twice (!) your character level (there's bound to be some ways to abuse that). I say they're fine at +1 LA.

Indeed. Deep dwarves, however, have, I quote, 'hair colors that range from bright red to straw blond'. Compare this to hill dwarves, whose hair is 'black, gray, or brown'.

We all know that Dwarves are Scottish, and they also enjoy time underground.
A Dwarf who lives entirely deep underground is therefore Dwarfier than other Dwarves. By extension this Dwarf must also be more Scottish. Hence, the red hair and fair skin.
That's all I can think of, at any rate.

Sundark goggles give you a +2 bonus against gaze attacks and, if you do not have darkvision, impose a -2 penalty on Search and Spot.

Sun lenses from Sandstorm don't give you the bonus against gaze attacks or the penalty to Search and Spot, but they can prevent you from being dazzled by bright light for reasons other than light sensitivity, so e.g. they work for drow.

About the Deep Dwarf, is a LA +1 somehow practicable ? These guys get:

    - +2 Con, the stat bonus that will always prove useful, regardless of the class you pick
    - Darkvision 90 ft
    - Stonecunning, bonus against orcs and goblinoids, dodge bonus against giants, bonus on craft checks and appraise checks: almost useless. Exception: Dwarf rogues appreciate Stonecunning.
    - Dwarven Waraxe and Dwarven Urgrosh familiarity: not much, but give a bump to two-weapon fighting Dwarves
    - +4 bonus against being tripped or bull rushed
    - +3 on saves against poison
    - +3 on saves against spells and spell-like abilities (this means, among other things, almost +3 to Will saves! since a great majority of Will saves are triggered by spells)

    They suffer:

    - -2 Cha. No one cares, and even Cha-based classes may appreciate the Con bonus more than the Cha penalty
    - 20ft speed: no problem, the Dwarf will always be in heavy armor anyway, and he will even be able to Tumble in it!
    - Light sensitivity: solved for 10gp, as said above.

This makes a lot of + versus almost no -. What do you think ?

A lot of those things you named are quite situational, though. How many two-weapon fighting dwarves have you ever seen? How many of them would've gotten a bigger boost from being an orc? Similarly, how often do monsters try to trip your adventurer?

I agree that Deep Dwarf is pretty much stronger than regular dwarf all around, but I don't think the extra bonuses necessitate a +1 LA.

True enough. Though I suspect that the goggles are more often used for negating light sensitivity than dealing with the occasional gaze attack (especially given that there are other ways to protect oneself from gaze attacks while lowering one's accuracy).

    Eagle, Giant

It's a giant eagle: I can't really come up with a snappy description here. Maybe there's a Tolkien joke I'm missing?

Anyway: 4 magical beast RHD, large size (no reach), a bad land speed, a very nice fly speed, two claws and a bite. That's not a bad chassis, even though it lacks hands.

Furthermore, giant eagles also have a bonus to spot checks, as well as Evasion (which seems a bit random).

Still... is a LA warranted here? I think it is. Flight is quite relevant at lower levels, and the ability scores are very good. I can definitely see someone playing those at ECL 5.

In the end, I'll give them +1 LA.

You forgot the part where they lose Evasion and a bit of their flight speed and get Superior Low-Light Vision instead.

    So yeah, probably +0 LA.

I supose the next ones are my favorites: The eladrin

The ghaele is a very peculiar one, having caster level over his HD.

The come the elementals... another favorite of mine

About the Eagle, you haven't said this but they have awesome stats: +8 Str, +6 Dex, +2 Con, +4 Wis, no negatives
Anyways i think that the lack of hands compesates all of you said and the stats.
