Pellan is neither Stormfallen nor a "cultist", and he still accepts that reasonning, so yes, it seems that being Stormfallen gives you privileges. You and I think that is unfair, but that is their law.

Well, it looks like that even if he's already more or less made up his mind, it appears to be more "Cat being stupid again" and less framing them or whatnot. He probably could, considering his social status is probably far higher than any of the defendants, but he doesn't seem like that kind of guy.

A bit of a jerk, yeah, I guess, but you can be a jerk without being a villain. Which seems to be the case with Vis, if you ask me.

I'm sensing some bias against the alternatively living.
Seriously, don't judge a person by what they are, but by what they do.

Which would still leave Pellan somewhere to the darker side of neutral at best*.

a surprise homebrew from our D.M. at the time, thanks to a trainwreck.
(I also became emperor, pretty much by accident.)
