I personally like to think that they left running things to those of the Second Falling so they could go around and fly with the power of the Storm.

Maybe that's another reason Lord Fussybutt is so annoyed at Cataletta. First, he has to deal with all of these politics and then she dirties up his nice clean temple by dragging in a skeleton from who knows where inhabited by who knows what.
