Considering they have glowing eyes I'm not sure "ethnicity" is the right word here.
Seems to indicate something supernatural going on. Looks similar to the Stormfallen's blue or Pellan's eyes.

Also, I'm pretty sure we've seen eyes like that before. When Pellan told the story about the Kal-At Empire or when he found the Queen's vault. A green eye glowing in the dark.

Green eye, pale skin.
More green. And creepy purple.

So maybe no direct connection to the Storm, but something's going on with Tavi and her people.
Also, the old man from the fairy tale's suspect too.
Purple robe, purple souls. Might be he wanted Kal-At to end as it did. Necromancer?

I don't think their paths will intersect at this point.
