I mean there might be some alternatives that make the choice tricky*, but generally?
This party is the worse option.

*Something like slowly getting devoured by flesh-eating bees. Feet first.

I like the differences between their handcuffs! Hefty heavy cuffs versus lighter ones. It might be reinforcing the class differences between the stormfallen and their inferiors—the former get the nice cuffs. Or the lighter handcuffs might have properties that suppress the stormfallen's powers.

Either way, we now know that some stormfallen are deemed criminals and arrested often enough to get their own special handcuffs. Excellent attention to detail, and a brilliant piece of worldbuilding in just one panel. I wonder if we'll meet a renegade stormfallen soon.

Anyways he pretty much told them he'd be scaling the walls (or climbing through the sewer or whatever) and they pretty much told him to be their guest and they only guard the gate, so I don't see much potential for violence here.
