Yeah, D&D Wiki can be very misleading: it lumps official SRD material in with homebrew with very little (if any) distinction.
In the grand scheme of things, this particular item isn't too unbalanced for it's price. I'd compare it with the Ring of Mystic Fire in the MIC (p.125); the CL increase is the same. The Gauntlets give a flat +1 damage per die all day long; the Ring gives a maximum of +6d6 damage over the course of the day.
The ring is 7,500gp; the gauntlets 2,400gp (although since cost to create is 1,400gp, maybe it should say 2,800gp).
