I designed this to fill the role of having a lung dragon in 5e

I don't have set what the lair actions should be yet, but I have an idea for the regional affect, The ocean and winds within 8 miles of the dragons lair change to reflect the dragons mood. When it is calm the waters are calm and the winds blow gently, boats travel at double their normal speed while traveling through the area. If the dragon is angered, the waves roar and the winds swirl to be hurricane strength and the area is filled with lightning and rain, the bolts of lightning are treated as the call lightning spell for damage and area of affect
