Yup - I think she's almost certainly High Priestess Rubyrock:

#1144 also tells us that the appearance of the gods, including their hair color, can sometimes change to match popular depictions by mortals. You'll have to be careful when identifying fertility gods then.

It also puts doubt on design of the blonde goddess from the crayon strip. Thor is shown as blond there.

On the topic of hair color.

Thor's mythology hair color is red,
Thor's marvelology hair color is blond and is clearly the influence for OotSian Thor.

Sifs mythology hair color is blond, which is also one of her defining traits.
Sifs marvelology hair color is black.

Freya's mythology hair color doesn't seem set. I have seen red, brown and blond in various sources. Googles images has the mostly versions with blond hair.
Freya's marvelogy hair color is blond (or blue), but Freya isn't a major character in the marvel comics and hasn't appeared in any of the Thor movies.

So make out of that what you want, but it doesn't really help us to get any definite answer.

I think it would be a great stretch to infer from that that the gods' appearances have changed significantly within the run of the comic.

After all, "that damn superhero comic book" came out before the run of OotS's comic...
Each one of us, alone, is but a drop in the sea
Our powers pale compared with the great heroes
Our battles don’t hit theheadlines or shake the earth
But they are few, can’t be everywhere, and we, many
So, when the world or universe needs saving, they come
But when people needs saving, we are the ones to appear

Using body shape and eye position to determine an OOTS character's gender and then naming a minor character accordingly has precedence in this thread, with characters like Fleeing Female Wedding Guest and Fleeing Male Wedding Guest.
