Walter C Dornez as a 4e

My buddy and I have been pondering how to convert the Hellsing crew and have all but Walter figured out. I know he would be a dex based character with a whip weapon and human but not entirely sure what actual class fits him. Any ideas?

I am not familiar with the full width of the character. He uses wires to restrict and cut down enemies, frequently large groups of mooks getting torn apart in an instant.

There's going to have to be some compromising here. I'm thinking some kind of Fighter with Net Training, making use of burst attacks, flail support, possibly World Serpent's Grasp. Rending Chains feats would be very thematic, could be a hybrid Warlord and go into the Chainbinder paragon path.
