does it have to be good AND peircing or either one?

Both, at the same time. If it were Good OR Piercing, it'd be either one. But, AND means both. Yes, Rakshashas are tough like that.

The trick is figuring out that they're Rakshasas. Shapeshifters and all.

They used to be destroyed outright by a single blessed bolt.

These days, they're slightly tougher(and by slightly, I mean like ten times. Every 2d8 being roughly worth 3d6 damage, before Strength. 7d8=31-35 HP before Con, and each arrow doing 1d6=3.5 damage before Strength.) Sure, you can kill them in a single bow full-attack, but it's still better than dying in one hit.
