Yes, that was the reasoning explained to me.

But if you're already paying the cost for the main benefits that you get from having Amazon Prime (better shipping costs, Prime video streaming, etc.), you might not know you can also claim free games. I only learned about it last year, and I've got a lot of great free stuff since then.

The red text in the first post of this thread is quite clear that it's only for things that are 100% free, not things where you have to buy something to get something else free. Thus, anything requiring the purchase of Amazon Prime is not eligible.
