You say that the runehound can manipulate objects (and speak), but there's a big honkin' [CITATION NEEDED] on those statements. I can understand why people might think a roper's tentacles or a phantom fungus's tendrils might let them manipulate objects at least as well as an octopus, but what does the runehound have?
It has a mouth on a 10' neck that's probably good enough for 99% of its adventuring life, and for the rest it probably has a party. It doesn't have to be Picasso. The main issue would be armor and once it has a set of light armor on it can leave it on.

As for the BAB &c, no individual number is low enough to deserve a -0. But altogether, and combined with how day-to-day life is basically impossible without assistance, garnished with how its abilities won't help so much at higher levels (compared to what another five class levels would provide), I think it just slides into -0.
You are overselling what class levels bring

The HD/d6 spit and blind sight is pretty solid on a warblade, crusader, incarnate or totemist

Ranged combat is an issue for these classes that this covers

Supreme Blade Parry is an 8th level stance that is comparable to the runehounds damage reduction
Hearing the air is a 5th level stance that only gives 30' blindsense and +5 to listen. It's only 5th level, but its also massively weaker compared to the runehounds 500' BlindSight

Have you ever tried to pick up a quarter with your mouth?
And yes, you can do mundane stuff if you have a party to do it for you. You can have party members open doors for you, pick up your loot, etc. A monk can also get through combat if someone else kills the monsters for them, what's your point? (Also, reliance on others to open doors, an inability to climb tres, etc kinda stinks when several of your abilities would normally work well for scouts.)
It doesn't have to be Picasso, but if you're giving up the ability to do anything but attack without assistance, you'd better be getting some great stuff for that.

Yup, you get the rough equivalent of a couple stances (which don't sound like very good stances for their level, if we're honest) in exchange for...reductions to basically all of your numbers, losing a bunch of other maneuvers (including an entire maneuver level), and needing assistance to open doors.

A runehound warblade 1 would have two fewer points of BAB, about ten fewer hit points (ignoring Constitution bonuses for now), etc etc. It also misses out on one each of maneuvers known, maneuvers readied, and stances known, as well as improved uncanny dodge, battle ardor, and a bonus feat. (Also the ability to function outside of combat without assistance.) In exchange it gets a solid ranged attack, some stat bonuses, a couple of defensive abilities, and improved senses. Don't get me wrong, that's not a terrible exchange, but it's not a good one.

    Sea Tiger

Hey, can you I copy your homework?
Sure, just change a few things so it's not obvious.

There's very little I can say about this that has not been said about the sea cat already, but a summary:
    -10 RHD bad.
    -Animal type bad.
    -2 intelligence bad.
    -Lack of limbs bad.
-19 strength... not bad, but very below par for a huge 10 HD creature.
    -Aquatic air-breather bad.
    -20 ft. land speed bad.

The redeeming qualities here are an okay-ish bite/claw/claw attack routine, blindsight, and some natural armor. That doesn't make up for the sea tiger's general crappiness, -0 LA it is. If you really want to be a sea tiger, just play as a druid or paladin and get one as a companion.

I'm fine with talking about WotC's super unoriginal monster ideas - which are kinda par for the course by now - but honestly I doubt anyone would really think to design these kind of things to be PC-friendly; at least it's not hard to imagine why someone would want to be a fiend or dragon in comparison to one of these.

At least now we have the numbers to help us tell if it is a sea lion, sea l, sea cat, sea tiger, or water orc. Though none of that is going to help me understand "sealioning" on forums.

IRL people can confuse sea lions and seals. There's also some practice called "sealioning" and I have trouble remembering what it is and why it was named "sealioning".

So if you don't get it, we're all in the same boat. A boat surrounded by seals, sea lions, and... some form of internet troll?

Clearly, it's part-tiger, part-walrus, part-shark, part-mackerel, part-Jackie-Chan, par-ghoul, and...what kind of fish has a caudal fin shaped vaguely like an upside-down spatula? (Or maybe a marine mammal with an upside-down-spatula fluke?)
Actually, that sounds like a way cooler monster than the Sea tiger.

I'd be unsurprised if there was some kind of "semi-mundane monster quota". Fantastical monsters don't seem quite so fantastical if there's no mundane baseline to compare them to.
...Note that that's "fantastical" as in "utilizing fantasy elements," not "fantastic" as in "good".

Three tons. At Medium size, that would be an eighth of an eighth of that, which is about a hundred pounds.

Nope. If you're twice as long with the same proportions, you have two-cubed (eight) times the volume (barring some interesting fractal shapes). The Monster Manual lists the typical weight of an animal-density creature as 8-60 pounds for Small, 60-500 pounds for Medium, and 500-4000 pounds for Large. That's a factor 8 each time, plus some rounding.
