    There is a difference between a peace treaty
    and sealing him away in hell. A peace treaty gives him lands in creation. Which is somehow a significant bonus, probably magical and story-weight wise.

    Both are largely unexplained though, so we cant know how big the difference is.

    He has lands in creation already. But I think if he only had lands in hell it'd be much harder for him to come to reality and he might become vulnerable to banishing and binding like demons are.
