If you refer to the time monster, then he most likely used time shenanigans to revert Vapnoodle's brain to what it was before lobotomy.

Do note that "Time Shenanigans" are not innately permanent. We may see Vapnoodle at his Sparkiest, only to end up with a more balanced version in the end as the effect largely wears off. Or the rebirth of a major power player smart and subtle enough to build his scariest creations under the radar even before he was defeated.

Kinda hope he remains an ally however this turns out, but I'm interested in any event.

I'm still of the opinion that Sparks aren't innately low-Wisdom, but that the Madness Place applies a massive penalty to any sort of Wisdom-related roll other than Will saves. Agatha can be pretty perceptive, and Othar varies wildly from inhumanly insightful to completely oblivious depending on the circumstances.

We did already see something similar with Agatha when she drank the water of the Dyne. She had levitation, telekinesis, and from how I've always read those panels most of the energy that melted the medical apparatus and caused the big boom came directly from Agatha.

Yeah but she had no control over it. It could simply have been that a second breakthrough creates a powerful magnetic field as a side-product or something. Now, we can see that it definitely gives superpowers.

He already has lightning shooting rods in his hands. He might as well made tiny but incredible effective modifications that werent noticed by anyone including the reader.
The Baron already explained this to his son, the science from Albia (so from the second breakthrough) is so advanced that it looks like magic, but it isnt.
