This is normal for Grace, I guess, as she normally seems odd about things (although, the more I think about it, her valuing privacy with how much she hates secrets seems... well, I get it, but it almost seems like a contradiction. She's valuing something (private knowledge) that she personally doesn't think it important? Or at least doesn't think should be important. (She sees the importance in a 'protect from shadey government org'-sense, but in an ideal world it shouldn't matter.))
Or maybe I've forgetting some character development back from when she thought clothes were being too private.

For Luke... we haven't had a lot of character development about him, but it seems a strong objection. It's nice we get an explanation (based on their initial motivations for seeking out Justin, and that's it more fanboying/creepy crushes on Cheerleadra), and I see him being opposed if that's his moral stance on personal issues, but the strength of his objection seems odd.

On the other hand, I guess Dan is doing a decent job of showing both sides of the opinion, in that Justin is offering the "it's not a big deal, y'all" view.

EDIT: though I'm assuming we'll find out something happened (related to his injury) that might bolster the rationale for his objection, despite what Luke said about the cause of the injury.

I don't think Luke is concerned about violating people's privacy. I think he's concerned about hurting himself by looking at people who turn out to have extremely strong powers, as happened when he looked at Tedd.

Agreed, I think the shock and pain from Looking at Tedd left a mark and he's not willing to do it with someone without being sure it won't happen again. Hence wanting to know what their powers are first.

That's the thing, though: real people are self contradictory. I could list some obvious examples, but that would jump straight into the deep end of politics. So, how about some smaller, admittedly worse examples? Such as, someone hating baked potatoes but loving mashed potatoes? I don't know, maybe I'm just obscuring my point...

Is Luke aware of the events at the mall? He might have started conceptualizing himself as a small fish in an ocean of sharks. Maybe seeking out potentially-dangerous people seems less appealing now.

Also, Luke, Dr. Strange is still a super hero. I mean, you're more like one of the background characters who dies offscreen. But magic-users can be super heroes.

He now knows, if not that an ancient prankster randomly gave him power as part of a scheme to (as she described it) destroy the world, then certainly that his power says nothing to his moral fiber or that of the entity who gave it to him.

That's one of the options, but there are others: sideline commenter in style of Dragonball Z, becoming a hero relying on mundane skills instead of superpowers (without a budget for gadgets it would require hellish level of training usually), or waiting for a season final, where he saves the day with a sudden powerup. There is also an option of being the plucky comic relief, which has a bonus of extra layer of plot armor unless the series has a sudden shift to something more gritty and edgy, but in that case no one is safe anyway.
