Technically "lasers" is a storm Release thing, and I'm not referring to the Laser Circus Technique.

Madara used Storm Release in conjunction with Natural Energy to shoot a focused blast of light, that moved at the speed of light, and supposedly burned through whatever it touched(Though at this point Naruto could move slightly faster than light, becuase this is Anime.)

oh hey apparently, this is funny: y'know the whole border with Land of Rice thing? well apparently the Valley of the End is supposed be a border between the two nations which I didn't know about! so its apparently both a possible tailed beast place AND border thing/close to border thing. so......crossing the border could actually be more interesting than I thought.

Yeah, that's why they had to stop Sasuke/the Sound Ninja 4 before they got to the other side of the valley, because the Valley is right on the border and things get a lote more complicated if they're trying to reclaim Sasuke across international lines...

Particularly since, in Canon, Orochimaru had essentially usurped the Damaiyo of the Land of Rice to make the Land of Sound.

Though, I imagine we would be going around the valley proper since there doesn't seem to be a crossing point unless they just expect only Ninjas to make that trip.

And I would assume that unless you and Igor discussed otherwise that Madara still had a contract with the Nine-Tails.

And the AMbient Tailed Beast Chakra thing... That's probably a story for another time unless Kimiko has been experimenting with detecting and storing Ambient chakra off-screen.

Anyways, I have managed to make a write up of various minor nations mentioned in canon but not focused on all that much, I was aiming to make sure that each one has their own problems and interesting points about them. These are meant to be broad strokes overviews, nothing overly specific or concrete and are meant to be built upon and gone into more detail about this or that later because a lot of this is making potential plot hooks and things that normally happen, establishing baseline that can blossom into something more when different things start happening to upset the status quo. I hope you like them.

Spoiler: Buffer States: Between Rocks and Hard Places

The Minor countries of the shinobi nations while bit players in politics, are important. They form buffer states, battlegrounds, playing fields for greater powers to play things out on. Their constant struggle is one of independence and self determination despite the manipulations of the superpowers threatening to crush them. Often they only barely manage to keep their heads above the water while the superpowers direct the currents. These are the five most prominent of the minor nations aside from Amegakure, each one having their role to play in the politics of the shinobi nations.

Spoiler: Land of Rivers: Neck-Deep In Yakuza

Bordering both the Land of Fire and the Land of Wind, the Land of Rivers is well know for its main river and its branches that flows through it, so large that it is like a miniature sea unto itself. Rice farming and irrigation is quite common in Rivers, and so is various ships sailing through its inland waters. Swamps are common as well, making good places for River shinobi to hide. Being one the fertile lands bordering Wind, it is often the target of its efforts by Wind to be conquered for its plentiful resources to feed it. The Land of Fire of course pushes back, constantly preventing them to make sure Suna doesn't gain a foothold on attacking them or any hold on the southern sea trade route.

Tanigakure is home to many Water and Wind affinity ninja, and is known for using an efficient style of water jutsu that tries use as little as possible much like the Sunagakure ninja but not quite to the same degree. However in addition to Wind and Fire they have to deal with Rain coming down and trying to take their sunnier lands and more profitable resources for themselves. Indeed Whatever historic jealousy Wind and Rain don't aim at Fire, they reserve for Rivers simply because its the next nearest prosperous land. The Samurai of Rivers meanwhile while not as strong of a navy as Water, do have a significant naval culture to them and its one of their advantages over Suna that they use to great effect being able to move in ways they can't during wartime. While Konoha's Fire Nin is often countered by good use of water jutsu to stop their tactics of setting fire to anything the enemy cares about but they don't.

Boats are an important part of the Land of Rivers, and the nation is full of mercantile traders going up and down Rivers, Rain, Grass and even all the way to Waterfalls to do business. Many boats double as mobile trading posts, while river piracy isn't unheard of. Kawadoroboshi, a wretched hive of scum and villainy is at the very southern end of Rivers open to the southern sea. It is a city controlled entirely the Yakuza and various crime families where they war over trade, territory and debts. Suna Nin often go to it to acquire needed imports for Wind such as food, water, wood and the like and end up negotiating with such criminals to fulfill their missions to keep supplying Wind, often having to do missions for the yakuza if they don't have the money to pay for all the needed supplies.

The Tani-Nin are unsympathetic, remembering when Suna Nin repeatedly attempted to conquer their nation repeatedly. For the last three wars. Not that the Tani-Nin are any better, because they often use the yakuza's extensive criminal contacts to keep an eye on other nations to keep ahead of their movements and thus have deeper ties to them than most. Indeed, their working relationship is such that the yakuza are probably the true rulers of Rivers with even the Daimyo being in their pocket. The Tani-Nin thus often get missions to escort family members of the yakuza as if they were royalty, get sent children the Yakuza recommends to train to become a ninja without much explanation of where they are from but having a useful or obscure kekkei genkai, and end up supporting the criminals to support the nation. Genin often find out that most of the authority figures they know of are corrupt in some way and have to deal with that fact without being able to do much about it.

As these genin grow up, they often get roped into doing similar things as their predecessors, the Yakuza paying them well for their work. They fall into vices that the Yakuza themselves offer and end up getting hooked and begin to do more jobs continuing the cycle of maintaining their power. Some wonder if there isn't a way out by just killing the Oyabun and enough of the yakuza to make it stop, but the organization is so entrenched and apart of the Rivers way of doing things that no one is sure if doing so would be helpful or harmful.

Spoiler: Land of Frost: The Isolationist Protectors

Between the lands of Hot water and Lightning lies the Land of Frost, and Shimogakure. Its incredibly high elevation and cold temperatures gives truth to its name as its inhabitants live in frigid conditions all year around, even summer is not very warm while winter brings blizzards, snow up to one's waste or higher, avalanches and frostbite. Its towns are full of people who bundle up for the weather. It industries is mostly mining, but it also has places for skiing. Their ancestors are from people fleeing the Lands of Water and Lightning long ago for one reason or another and they have a strong isolationist culture of not liking any outsider interfering with their business.

Shimogakure, of course exists to support and enforce this, with three clans existing to cultivate the three elements that occur most often in it: Water, Wind and Earth, though they are trying to get more Fire users. They also have a summoning pact with bears, making them incredibly dangerous: imagine a bear, but with chakra abilities. Not exactly something you want to face. Their water users have long ago figured out how to use ice and snow for various jutsu without themselves having Ice Release, and they possess various storage scrolls just in case they are in a situation with a lot of either to use. Their Wind users like to use teamwork to cause blizzards on their foes, and Earth users back it up with avalanches.

Shimogakure's sole focus and dedication is to keep the Land of Frost safe, and will not take any jobs outside of it, rarely if ever venturing beyond their borders. They spend much of their time helping and protecting their nation, preparing for invaders, setting traps, and so on to make sure Frost stays protected. When Lightning or Fire forces come marching through during war, they make life hard for both of them, whether ashigaru, samurai or ninja. If your not from Frost they don't care about you at best and want you gone at worst. Often times the victor is the superpower who can first secure a promise from Shimogakure to help drive out the other side from Frost in return for getting out themselves, as fighting through the ice and snow is more trouble than its worth- a common military saying is “Never go to war with Land of Frost in winter”. Land of Frost is relatively stable as far as buffer nations go.

That said, they still need to trade with the outside world, and Frost has two ports that allow foreigners to visit but no further than that: Snowport, the Southern one that acts as their access to the Western sea trade, and Port Frigid, both of which have a different culture than a normal Frostlander, being more amiable and open to outsiders, but being a minority in the nation. It doesn't help that criminal cartels and the yakuza use these ports as places to transfer their illicit goods through and Shimogakure tries to crack down on them hard, giving such ports a reputation for lawlessness and crime among the more conservative Frostlanders who keep themselves in the mountains, seeing foreigners as bringing nothing good but money and supplies. Thus among other nations Frost as a reputation for being xenophobic and untrustworthy. As a result they aren't as doing economically well as they should be, and their information about the outside world isn't as good as it should be either.

Nevertheless, the Lands of Fire and Lightning compete to try and get the Frost Daimyo and Shimogakure on their side permanently, knowing that the nation is an important land route for attacking the other. Their efforts so far have been fruitless are both distrusted and continued to be rebuffed because Frost wants no outsiders meddling in their business at all. There is a growing faction of Shimogakure ninja who believe that the Land of Frost should open up and more trade will bring greater prosperity to their nation, and that emulating these exotic outsider cultures and learning their ways may not be so bad.

Spoiler: Land of Grass: Long-Fallen Glory

This land today is a hotbed of political intrigue and scheming. But not just because Grass is on the border of Earth and Fire. Sure, those two nations hate each other, sure Grass is an important buffer state and all that jazz and it has a history of going back and forth about supporting one or the other to get them out. But that is not the only reason people are here, no they are here for something far more important and significant than just another dispute over land.

See a long time ago, the Land of Grass was once a powerful empire that controlled much of the world using something called the Box of Ultimate Bliss. Within it is a puppet-demon Satori controlled by the box that throws people inside to mind control them into being slaves to the users command. The box itself is indestructible but required immense amounts of chakra to open. With the box, brought great power and wealth to Grass, ninja and samurai being forced to join using its power, so great was the threat that the Sage of the Six Paths himself had to step in and defeat it to save the world from its influence and use his power to make bring about the downfall of Grass to humble them so that they may not reach for such power in their greed ever again. However try as he might, even he could not destroy it, so instead he hid it away and kept it sealed so that no one would use it.

Today it remains hidden and its power thought by most to be nothing but a myth. But an interesting collection of factions have been taking an interest in Grass lately, sending envoys to negotiate with the daimyo: Konoha, Iwa, Ame, Suna and Taki. These five factions have been inquiring as to where the box is for years now and politically jockeying for the Daimyo of Grass's attention to make a deal. Furthermore, there are two other factions Seeds of Grass and Flowers of Grass who take an interest, the first wanting to use it to restore Grass to its former glory and the other opposed to its use, wanting to prevent it from being found. Both of the Grass factions have some presence in Kusagakure. These seven different factions haven't fought each other openly yet but scheming and subterfuge abounds in this kind of situation, especially around a potentially powerful super-weapon that could change the political landscape in their favor. If Kiri and Kumo are interested, its covertly as it would be suspicious for them to send people to negotiate with so far from their borders.

Kusagakure itself is mostly made up of Earth, Water and Fire affinities and are on guard from the four different nations that share their borders. Unlike most minor nations Grass has clans with long genealogies and history tracing back to the time of the Sage of the Six Paths, their nobles holding true to traditions as they have for a thousand years since then. Grass flaunts its culture and proudly places artifacts of the ancient empire on display in museums while not seeing the Sage of the Six Paths in as bright of a light as others, some nobles seeing him as a figure that denied them their true glory, but much of the common people believe what the Sage did was right to punish them. The nobility look down upon the modern superpowers as usurpers and pretenders trying to grasp at the power that was lost and whose clans prevented the return of their empire for centuries after. Of course its mostly hot air to make Grass make itself feel better about not being the biggest player around, but the sentiment is there and some people take it more seriously than others.

That said, Grass has a proud tradition of accurate archaeological work and objective historical recording when not talking about themselves at least, and their scientists seeking to recreate wonders of the past from fallen societies both their own and others. Thus their ninja if they don't have a kekkei genkai, will instead possess some past recreated wonder of chakra to wield as a replica of some thought to be lost form of using it. These often take the form of fancy weapons that seem impractical at first glance but are actually have incredible powers. For example they are the finest smiths of Kusanagi blades in all the shinobi nations. Many of the Grass ninja use them, while Grass Samurai won't use anything less than a Kusanagi blade as their main weapon.

Furthermore Grass's architecture is often about replicating the past as well, and a certain push to continue traditions that have been enduring since the time of Sage of the Six Paths. While they do use modern tech and even researching new innovations, they're not idiots, a lot of what they make take inspiration from old ideas used in new ways. This causes what they make to be a little unexpected, but at the same time there are things about the Land of Grass that are outdated or seemingly stubbornly clinging to older values without much reason behind it than cultural or national identity.

Spoiler: Land of Stones: Wild Wild Ninjas

With the Land of Earth to the north and Land of the Wind to the south and Land of Rain to the East and noting to the West, the Land of Stone is a barren but wild place, cut off from most nations and their culture by three different nations with similar barren desert terrain and their warlike ways. Thus the Land of Stone is seen as a relatively frontier place, with many social norms being relaxed, its police wield hand crossbows that shoot up to six bolts without reloading and a cavalier attitude towards justice, their samurai are often ronin that have decided to go past even Rain considering it too depressing, and the ninja of Ishigakure being formed from descendants of missing nin that managed to get far enough away from other nations to be safe all form a fiercely independent and stubborn spirit, seeing everyone else as stuck up and formal. Even some of the towns were originally formed as penal colonies of Land of Earth a century ago before they broke off.

Indeed, the towns here are small and relatively ramshackle compared to most other lands, the people here living slow lives in the middle of nowhere. However they like to paint themselves as rugged individualists and there is a distinct culture of flaunting the social norms of other nations, making them come across as arrogant, rude and loud to other nations when they meet them. They don't even use honorifics and many other people see them as uncultured and uneducated for how seemingly disorganized they are compared to everywhere else. Newcomers to this land are often confused by their social norms and take a while to adapt to how different everything is socially.

Ishigakure being a combination of mostly Earth and Wind affinities represented, is home to a small number of strange bloodlines not found anywhere else in the shinobi nations often from either from being new developments from escaped ninja mixing their bloodlines or the resurfacing of lost or forgotten kekkei genkai. Its hard for them to form stable bloodlines though, and Ishigakure prefers to rely on good ol' hard work to make sure it stays independent. The village has a Horse contract, and it uses many hit and run tactics to stay head of Suna and Kumo when they come for them. Given that they these two nations are the only ones who bother to fight over the Land of Stones, and Ame's war efforts being defensive, Ishigakure largely keeps to itself. It is however taken to cloning the few kekkei genkai users they have in hopes of trying to start clans to strengthen themselves.

However the Land of Stone is home to many bandits who come here thinking the nation is easy pickings, more than most nations. The police often work alongside the Ishigakure ninja to get rid of them with their hand crossbows, or capture them to forcefully conscript them into being apart of Stone's ashigaru to help them in the defense of their nation for the next war. On the plus side, the Land of Stone is devoid of organized crime, the yakuzas and cartels seeing little reason to go through there when they have water routes to use instead. Life on the frontier is hard though. Between the elements, the hardships of farming in this tough land, food and water are lean and thus the nation will raid others to get their supplies to feed their own people, their offensive efforts in war are often not to conquer or kill but to steal and bring back needed supplies or greedily take stuff because they want it, often more opportunistically rather than planned. Nevertheless, people die in their raids regardless and Suna or Iwa swears vengeance upon Ishigakure for such attacks to continue the cycle of hatred.

Stonelanders of course, don't see this raiding as a bad thing, being descendants of criminals, outcasts and refugees that form this nation long ago, they see many other nations and particularly the big five superpowers as controlling and oppressive, full of greedy merchants, scheming ninja and order-obsessed samurai and their own culture often depicts outside forces as villainous and threats to their way of life that are put down by loose cannon ninjas who don't play by the rules. Everyone else sees the Stonelanders as little better than bandits, painting them as dogs who bite the hand of authority that feeds them wherever they turn, rule only by strength and spit in the eye of civilization and tradition, not worth civilized discourse in their eyes.

However recently the Land of Earth has been making offers to give the food and water willingly, planning to gain favorable reputation with them to manipulate Stone into being integrated with the Land of Earth so as to gain advantage over Suna which itself has water and food problems that it can't make a counter-offer. The Stone Daimyo knows that sooner or later they have to come up with something better than raiding to get the supplies they need, but fears going against the naturally belligerent and willful nature of his people.

Spoiler: Land of Hot Water: Trouble in Paradise

The Land of Hot Water lies between mostly Fire and Water, but also Lightning to some extent. Despite being stuck between a three way superpower struggle, they are actually doing fine, as the Land of Hot Water has sold itself on being a prime vacation spot and center of trade, full of luxury, hot springs, beaches and various resorts, hotels and entertainment parks. It has built itself on being a tourist spot, and for being neutral grounds for informal or clandestine meetings between people in power and even between missing nin and ninja, a vacation being a perfect cover for meeting people from other nations or criminals who are you are not supposed to meet. It also a place full of yakuza and criminal groups who operate the some of the risque and decadent establishments as fronts, the peoples pleasures supported by their illicit activities. It is a hotbed of various illegal trade, casinos, drugs and human trafficking.

Thus it serves a function that makes the nations for the most part keep from vying for control over it. The superpowers that want to control it the most are Fire and Water, and their manipulations have been for the most relatively light for most its history with Hot Water being able to play off one another to benefit and keep itself independent, as well as being able to sell information on who is meeting what in their nation to distract them from themselves by making them focus on bigger players. Hot Water is fundamentally a land of intrigue, and many investigations about something or other sooner or later goes through it. Missing nin with a taste for luxury often retire or hide in this nation or at least try to, but either get tracked down by other ninjas and have little confrontations they both try to keep on the down-low, or end up having private negotiations with people wanting their help or they get roped into the machinations of the crime organizations and politics around them to get the money to maintain their preferred lifestyle. Often a combination of all three.

On the occasions when of Land of Hot Water is invaded, the result is devastating as the nation relies more on its negotiation ability and neutral status to keep itself afloat than strength, and thus much of its towns and buildings get destroyed from fighting between other powers. The Hot Water Daimyo and other powerful nobles and rich oligarchs finds their secret bunkers and hide, Yu-Nin organize mass evacuations and do what they can to keep people safe, but its always bad. However its very same power of negotiation allows the Land of Hot Water to recover quickly and get a lot of money out of other nations from emphasizing all the innocents and families who lost their homes so they can help rebuild their businesses. Spinning fine sob stories and cutting deals with whoever get compensated and get right back to being the prime vacation spot as soon as possible.

Overall the Land of Hot Water is doing well for itself. Its Yugakure that is in trouble. The village was never that powerful, it served as a decent buffer between the two nations with its ninja being mostly Fire and Water affinity with some Wind as a minority, but recent changes have made its existence far less tenable. The Daimyo is seeing less need for it these days and is outsourcing many of its jobs to Konoha, as the usual interplay of competition between Konoha and Kiri have stopped due to Yagura taking power and cutting off Water from the rest of the world. Thus a carefully balanced political conflict between superpowers more focused at each other to make sure Hot Water has become vastly imbalanced in Fire's favor. With Konoha being better trained and more powerful, Yugakure is being seen as less useful in recent times and they begin to fear the possibility of being disbanded and the country becoming a vassal state under Konoha. Lightning is trying to fill the void, but its no longer the same conflict, as Fire has more experience and history with Hot Water than Lightning and shares a border with it unlike Lightning. Furthermore Kumo is being far more aggressive and won't settle for half measures like Kiri did in the past.

Yugakure is unsure what to do about this and mainly fall into factions: one faction wants to figure out a way to be useful to their nation again and will do anything to make sure that happens, while the other sees it as time to fight for Hot Water' independence more than ever and the Daimyo is in the way of that and will do anything to make sure Hot Water stays independent and strong. Either way they're desperate and likely to try something to make things work out in their favor. What that is exactly is not clear...

Madara used the Summoning Jutsu to call upon Kurama during his fight with Hasirama, which means that Madara somehow created a summoning contract with Kurama.

Though to be fair, his contract seems to be different from normal: Kurama knows when someone is trying to summon him, while it's a surprise to everyone else, and Madara was continuously providing chakra to maintain the summoning.

Hm. I looked it up.

Madara apparently put Kurama under a genjutsu to MAKE him sign a summoning contract then put him under a genjutsu with the sharingan every time he was summoned to follow his commands according to what others in the fandom can answer. So its perfectly possible to sign a summoning contract unwillingly under a genjutsu. that would be why it took chakra to maintain, because Madara was maintaining his genjutsu over Kurama and thus spending chakra on that. and that if he didn't do this each time, Kurama would y'know, kill him for using him like that, which I think makes more sense than "IDK its just different for some reason".

So technically you can sign a contract with tailed beasts. you can also technically walk on lava for all the good it does you, unless you have Madara or Sasuke's god-tier level sharingan.

anyways since Rater doesn't care much about tech and Igor doesn't have any plans for the One Tails, that simplifies a couple things. Once I work out my Sunagakure team fully I can post it up.

Spoiler: Industry and the Kurokaze Inc as study case

Idusstry, technology and the Kurokaze Inc. As study case.

Tradionaly, merchants were looked down upon, considered sort of parasites- even before farmers, it was socialy expected of them,to grovel,bow and thank over and over.
It was considered they are greedy, lazy and living off the efforts of others.
This culture led to systemic apathy for transportation systems-
Why to bother to devolp roads?
Farmers don't care much about far reaching transporation. Neither craftmen. Ninjas- the dominante security/offence force can run on water, they also don't care that much.
Only the merchants. And who care about those leeches?

It led to a very isolated world, where the level of craftmanship and technology is extremly varied.
For example The blacksmith of the Land Of Earth can't probably forge a decent horseshoe- at the mountains, horses are basicly useless, so they don't have skill in that regrad.

Despite all that, with times merchants became richer and more influcer, and then, about hundred years ago, an industrial revoulation has started.

Well, as some places. Some scholars argue that, the big nations are those who allowed, it to happen, by demanding evergrowing supply of food, weaponry and more, merchants have united into large companies which could supply this demand.

Other scholars argue, that it's the industry which have pushed the creation of the nations. Sunakagure isyf always presented as proof of that; it was basicly founded by the Kurokaze Inc.

But contrasting that, on the opposite, the Land Of Earth have denied almost completly the industralation- hard mountaoinause terrain and with no important resources and the eldery hold at bay, foriegn cultural influence, banning for example movie theaters, strict on keeping their culture "pure."

The Land Of Wind, is the most extreme case of industalization;about hundred years ago, the cities were small, major of society were nomadic with very localized and shifting social strcutures. But then, large of group of merchants joined, when oil was discovered 90 years ago, creating a trust, that will give them the benefits without a personal risk, founding the Kurokaze* Inc. (*Black Wind), oil were needed for industrial machines and power plants. Also, the Land Of Wind is rich metals, which the growing industry required more and more of, as well the need for more weaponty and equipment for the villages.
Attempts of drilling and mining ended up tragicly, as local ninjas raided and destoryed the facilities. Hiring ninjas as guards, made it onky bareable but not sustainable- even the risk of getting caught in shinobi battlefield scared most workers off, and they also had no way to force the workers to stay.

They needed to control the ninjas of the wind. To catch the wind. They have hired the ten strongest and greediest ninjas from over all of the world. All the ultimate power which money alone could buy. This group were called the Sunadorei- the Sand Slavers.
The Damiyo was already get ridden by, and one of his relative was basicly bought by the Kurokaze Inc. And forced to marry one of the Kurokaze Inc. Managers's daughter. And made replace the goverment with their own people.

Until then, the Damiyo of the Wind even less influential then the average Damiyo. He was more then anything a symbol of united culture, holding ceremonies and rarely is chosen as judge by two sides who wish to come to peacful resulation of their conflict. The goverment in actuallity only managed the city where the Damiyo has resided- Oashiu. The goverment used to be laid back, mostly caring about Oashiu and sometimes, give suggestions to those who ask for it. The Kurokaze Inc's people brought cold efficency, collecting the taxes and spreading their influence. The Kurokaze Inc. Have built roads, power plants to power the factories and mines and more. Anywhere, where Kurokaze have devolped the land, the Sunadorei have subdues the local ninjas. Those who knelt, were spared and hired and those who didn't... died.
In short few years, the whole Land Of Wind was subdued, and the Village Of Sand was found, gathering all the shinobis. Those who have still refused to join were declared missing nins. Now with strict control over the land, and almost complete monopoly over the ninja power, Kurokaze could devolp more, and use technology which until now was only theoritcal- big example are the train system.
The Land Of Wind is flat, with no forests, and now the railroads could be secured- transfering and transports were devolped more then ever, and Kurokaze Inc. Is probaboy the most beneficial and powerful corpration.

Yes. There were more then few civil wars between the ninjas, and they had get ridden of the Sunadorei at some point- but in the end, it still was benefical. This calculated managment has also inlfunced the culture and the education of the Sand Ninjas, fusing surprisngly naturaly with the Wind phiolophy- accepting the world as ever changing, never clinging to anything or anyone and very indvudalistic in general. Inside Sunakagure itself, ninjas and even citizens have enjoyed from what seemed like the greatest freedom anyone in the world had, but also with almost no support.
Also, the Kazekage had to be clever in sneaky in his rulership, just throwing his authority around, would usually make Sand Ninjas say 'what ever" and do as they please, and on the long run be assinated. in order to lead those free spirited shinobis effectivly, the Kazekage need to maniplulate them into wanting to serve him,with clever net of promises and subtle threats.
The Kurokaze Inc. Sometimes wonder if the current Kazekage even manipulate them.
There were no set teams, beside some special units like the Anbu. Any ninja could work with anyone at any time, and take any mission of any rank beside S which were reserved for Jounins.
How ever, the pressure to produce more quanity of shinobis, both from above, the corpration and below, the people who wanted better conditions and self fulfillment as shinobis, this pressure led to lower quality: To be a Genin it was enough to learn only one of the three basic jutsus(it was good enough for most D rank missions...), Chunin exames were also relaitvly generouse,and in general the attitude is more of "Eh. It works' rather then perfectionism, when it's about getting objective results. But relative to each other, the Sand Ninjas are very competitive, and also if they can convince the Village managment team, even get funded for their project.
While medicority in ninja skilled is expected, where it show benefits, tech get lot of resources, like the famouse puppet gadgetry, that allow for injured shinobis to keep benefit the land the corpartion.

Such land can support high tech like trains.

In "powerscaling" of nations and villages,how are those small nations compared to the Rice Land?

I dunno how I could powerscale the minor ones to be honest. at least, of these five?

a lot of these minor villages power relies on the assumed dominant strategy that if one of the major nations invade them, they go to the other to defend them and thus side with whoever is playing international defender this time around. Thus they lend their knowledge of their terrain and assistance to whoever promises their relative independence, thus their real power is their bargaining power as a buffer state which is more powerful when there are two superpowers turn against each other. when your the prize they want, you have an awful lot of sway over them after all.

If we include Taki and Ame, I'd say Taki is the most powerful simply because its a minor nation that has the Seven Tails, Ame would be second because somehow it retains independence and produce lots of Genin despite sharing a border with:
-three superpowers
-three minor nations
-having constant inexplicable rain over its desolate land
like, Ame has to be some form of hardcore grimdark badass used to making horrible decisions and sacrifices in order to pull that off. thus Taki and Ame are probably more powerful than Otogakure

after that, its a bit harder. Shimogakure does the best job of keeping its nation safe and stable, so its probably good, Kusagakure is probably has strength to it since its drawing upon a bunch of tradition and old artifacts to do things with chakra that have been forgotten, I'm not sure about Ishigakure and Tanigakure, but Yugakure is canonically a village that disbanded after a while so I spun that as them being a similar situation to part 1 Suna here in a more plausible manner so I'd say Yugakure is the weakest, Takigakure and Amegakure are definitely the strongest and everything is a bit of a muddy in between, though Kusagakure probably is a good third place behind Ame, simply for all the weird old secrets it has found or could find, and due to the Blood Prison movie being this weird semi-canon event. but its hard to judge, since a lot of it depends on terrain, the strategies and tactics they use, what jutsu, abilities and resources they have available to them-you can't really do this truly linearly,

like for example Rivers exploits the fact that most Suna ninja don't have any experience working with large bodies of water to win against them while knowing the terrain of their land. as long as they fight defensively they have a certain edge Suna can't do anything about, because they're specialized in an entirely different environment.

as for Kurokaze.......hmmmm...I think its fine? though it could use some better formatting and general "make it look good" editing that would allow me to understand it a bit better. at least it would be easier to read.

but yeah, I should link....a lot of things. I recall a post by Rater about stuff I haven't linked yet somewhere that I also have to get to.

Like if to compare to real history, The Land Of Rice and Land Of Fire,are like USA and great Britian at the begining of the 19th century- Britian is still empire, but it seems they cant reconqure their colonies back. So they are slowly forced to have relationship of sort.
Not great comprasion, but it something.

Aaaaaaah, yeah, about the nations Igor. their relationships really aren't clear. at all.

like in Naruto proper, it only touches upon these international relationships very lightly, in very basic terms, from saying that the Five major villages have treaties but they aren't worth the paper they're written on, while Pain and his viewpoint is the most we get on the plight of the minor nations.

like in Naruto canon proper? none of these villages are detailed to any satisfactory extent:
Canon Tanigakure: is a footnote about some people killing some village from some filler episode
Canon Kusagakure: is destroyed for some reason I can't recall but is dead at the time of the Blood Prison movie
Canon Yugakure: outright disbands for pacifism reasons, despite military power being the only reason anyone even has ninjas in this universe
Canon Shimogakure: is a footnote mention in the background of the Fourth Ninja War
Canon Ishigakure: is another footnote mention in the background of the Fourth ninja War and where a ninja who uses Steel Release comes from
Canon Amegakure: is a nice sad setting for Jiraiya and Konan's deaths, and nothing else.
Canon Takigakure: is that place where Kakuzu comes from.

These are the entirety of the canon details of these places that we know of. anything else is literally us filling in the massive blanks with our own ideas and making logical leaps and assumptions that the original creators never bothered to think about. like the whole yakuza and smugglers circle thing? Thats something I put in because its a japanese inspired setting, and the yakuza is big in japan, to the point of having literal offices for the yakuza openly stating their rules and creed to make them look like legitimate business. the whole injustices detailed in the judicial system section? all from Ace attorney, which is itself a satire of japan's actual judicial system which heavily favors the prosecution side because its built on an inquisitorial system. and the relationships I came up with, are just me going "hm these nations are between these two other nations borders therefore they are the ones they have the most historical trouble with" which is basic logic as far as such national relationships go.

oh no wait I misread that, but let me re-answer:
consider the relationship between a minor nation and a major nation something very modern and not as colonial as that: they don't outright conquer them, but they do back the people in their nation with the same ideology as them and send people to fight a proxy war to "help" and "protect" them, when arguably they are just protecting their own economic interests. or at least its between that and conquering them and basically telling them to send the taxes to them instead of their local daimyo, with a strong push towards it being ideological. at least when its in a time of peace, when a Shinobi War starts, all bets are off.

like Konoha/Fire country is a hegemonic empire: they aren't some totalitarian oppressive regime, they don't do the jackbooted thuggery that gets you overthrown quickly, but they are people who believe their culture is better, that by following their ideology that things will be better because they made it that way, and that because their culture is successful they encourage everyone to live their way through offers of wealth, sweetness, fame, safety stability and so on and only resort to the threats to people who aren't apart of their empire, who threaten their ideal way of life and happiness. They wouldn't be as successful as they are if they weren't this kind of empire. It wouldn't be a grey vs. grey scenario if Konoha was oppressive- I've already made Kirigakure oppressive and thats to show off how incompetent a jinchuuriki raised on thinking that force is what he needs to solve things in his life would rule, and doesn't capture the all too competent evil a hegemonic empire can do while on the surface looking like its a good place to live in.

like any successful empire doesn't run on force. they can't. no matter how evil you are, the people still have to be happy. make sure the people are happy enough and the rulers can get away with anything, because the pleasures and safeties they offer can be more tempting and effective at making sure the people let them stay in power than any stick. Its just that the whole point of a hegemonic empire is that its their way of being happy that should be experienced over others, making their methods of achieving that smother all others.

its not that they aren't interested in reconquering Rice physically- its that they prefer to conquer them culturally, and economically. why try to march your troops through? it'd be counter productive to their actual goals, when instead they can send their merchants, their goods, their art and media so that they look so appealing that over time Rice will become culturally no different from Fire in everything but name? As long Rice cooperates, there is no need to send the military. Look Rice has even done some of the work for them, adopting the same ninja village system popularized by Konoha's founding Hokage, Hashirama Senju!

Konohanian/Fire nationalist: Surely this is a sign that deep down they recognize who is truly right and thus follow our lead despite their seemingly defiant stance! Look their first Otokage even sacrificed himself just like Hashirama would! They will surely, peacefully reintegrate with us within a few generations and follow the Will of Fire like us.

So, thought... We can easily do the Ambient Chakra thing and the "deal with cloud" thing.

A single psuedo-Jinchuriki with maybe only enough tailed beast power to enter the initial jinchuriki mode would work as a proof of concept, and then it's "hey, you know that thing you tried to recreate but couldn't? I think we stumbled onto that, if you help us perfect it we'll share what we know with you."

Edit: Also, ever since last night and finding out that Kurama just knows Nuclear physics I've had a mental image of Senko sharing tailed beast chakra with Kimiko and the girls being Science Sisters interrogating the beasts for what they know of how the universe works.

Now I have to figure out how Kurama, a giant being with no HANDS, who is from a time comparable to like, the Heian period probably, whose education consists of learning from like half-alien super-buddha who is also his dad, somehow knows about nuclear freaking fusion. I blame you for this ridiculous puzzle I have to solve. We could've gone with occam's razor but nooooooo.

It potentially means Kaguya knows about nuclear fusion, thats the most probable person HAGOROMO could've learned it from, which means that the Celestial Otsutsuki Clan knows about it? and well they're an advanced alien celestial spirit civilization, whose probably traveled to a lot of worlds with suns so.......fair, I guess? so yeah, probably Celestial knowledge. that makes the most sense.

As for revisiting the concept with Cloud and the pseudo-jinchuuriki, I think Kumo would want at least one guaranteed pseudo-jinchuuriki for them in exchange for at least one guaranteed pseudo-jinchuuriki for Sound in that deal. that sound fair?

also here are a few Suna characters, mind you, I'm open to modifying most of them, Ayaka is the resident Kimiko counterpart (its how I started planning all the characters for the nations) so she is the one I primarily am focused on keeping the same. Originally she and Saeki were going to be the same character but the two concepts were too busy so I decided to split them into two. while Ami is a jinchuuriki and probably should be the most carefully handled, while Benkei....let me know if any of the strange weapons he wields is a problem or something, because he is supposed to have an arsenal of magical weaponry at his disposal. they might or might not be in a team, I haven't set that in stone yet, as it might be wiser to make a fuinjutsu user be the team leader to keep Ami in check either and combine their fuinjutsu with magnet release. also I should come with a last name for the Kazekage's clan. its real frustrating that Gaara's family don't have last names actually.

2-Wasure Raretaha (The Forgotten Blade)
A sword that doesn't cut physical matter, but instead cuts away memories whent hey go through someone. The more skill someone has, the more memories they can cut from someone

3-Yoru No Chi (The Demon Blade That Talks)
This black katana talks, constantly talking through telepathy about destroying evil but not knowing what evil is. It drains chakra from both those it stabs and slice and the one who touches the handle with their skin, oozes black smoke and can cut peoples souls. Can read surface thoughts and try to influence its wielder to destroy evil when you grab it directly, which translates to killing everyone around them. One of the better uses for it is to toss into a group of enemies to make them kill each other with it until the last one commits suicide.

4-Sakuranohanabira No Ha (Sakura Petal Blade)
A sword that can divide its blade into a big cloud of sharp floating metal cherry blossom petals that can be directed with the users hand movements to shred anything to bits

5-Jishakuken (The Magnet Blade)
A blade infused with the power of a magnet release user long ago, it can either attract metal in a spherical area, making it all automatically fly and stick to it, or repel metal in a spherical area and thus make it fly apart as an attack.

6-Onmyō bunri-gatana (Yin-Yang Separation Blade)
This strange blade when it cuts someone in half doesn't kill them, but rather divides them into a yin and yang versions of themselves harmlessly. The two selves act different being only two halves of the true person and will be incredibly confused at the situation. They can reunite by simply willingly touching each other.

7-Mugen No Doku Tanken (Endless Poison Tanto)
A tanto that produces any poison or toxin imaginable on its blade to poison people who get cut by it, user needs to know which poison they're making and channel chakra into it to get the right one.

8-Suigin-jū No Ken (Shifting Beast Blade)
This sword is filled with natural energy and yang energy, constantly growling and shifting ever so slightly like a living being. The user mentally commands it to shift into the body parts of various animals as it strikes to catch the opponent off guard, and any mouth it forms will chomp down and take away from chakra if it hits.

9-Yantatchi (Yang's Touch Blade )
This sword is unable to cut people, instead it is a blade of Yang energy that inject more yang energy as it passes through someone. Wielded with skill to pass through wounds, it heals them, but it can also be used to make cells grow out of control and cause cancer to kill someone.

10-Kusanagi Blade
A practical kusanagi blade. Cuts through anything and is indestructible.

Wind Release Jutsu:
Cloud Clone Jutsu:
Creates a clone out of clouds, very fragile but when pierced, they release an obscuring cloud.

Double Jump Jutsu:
Can blast wind out of ones feet in a burst to make a second jump in the air. The more mastery one has, the more jumps can do and redirect themselves around in the air without needing environmental objects. Benkei can do three jumps total.

Wind Wire Slice:
Imbues the chakra strings with Wind release to allow them to slice through things like razor wire.

Lightning Release:
Lightning Chakra Wires:
Fills the puppet chakra strings with electricity, electrifying any weapon it touches as well as shocking anyone who gets lashed or grabbed by them.

She can be heard repeating the mantra “can't sleep, people will die” under her breath at times. Instead of sleeping, she constantly paces back and forth to keep herself in motion.

She is instantly suspicious and distrustful of anyone who tries to make her relax as she suspects they are trying to make the One Tails get loose to cause a tragedy.

For as long as she could remember, Ami has been awake. Being the niece of the current Kazekage, she was burdened with the duty of keeping the one tails sealed away, not being able to remember a time when she wasn't doing so. She was fed coffee at a young age and taught various techniques and tricks that previous jinchuuriki have done to keep themselves awake, being told it was her duty, her entire life's purpose to protect people as a jinchuuriki and ninja not only from threats without her power, but to keep the one tails within.

She was taught eternal vigilance was a virtue, that sleep for her was death for everyone else, and that her sacrifice would always be remembered. Already early in her life, her youthful energy gave away to tiredness and constant exhaustion. Even as she got used to it, her body and mind could never function at full capacity because of her job as a jinchuuriki. The One Tails began tempting her with comments like “you should really think about your health, I hear sleeping is good for you” or “why don't you sit back and relax? Your so tense....”. She was taught all of these are trickery by the Tanuki and should never be trusted.

Of course she got bullied by others for being the Jinchuuriki. Being shy and not wanting to hurt people she tried to endure it, it was her duty to keep it in after all, to not let that happen. However the bullies took it as her being weak and thus made it a dare among them to prove their bravery, and it took a toll on her mental state which was already in a lot of stress from not sleeping. Eventually a new girl provoked her, named Ayaka and the combined abuse and exhaustion caused her to snap and use her sand to crush Ayaka's right arm and leg.

But as soon as she did that, she stopped and felt guilty. She ran away crying and in her shame spent more time alone, trying to keep herself alert, keep herself focused on her duty even as she went through the worst day in her life, even as the Tanuki tried to break her from the inside. Even now, she couldn't stop. Falling asleep would be naughty, would be allowing more people to die. She didn't talk to Ayaka even after hearing that she survived, figuring that no one wants to be friends with a jinchuuriki, who would ever forgive their limbs being crushed? So she stayed silent and stayed away, thinking that any apology wouldn't be accepted as she knew she was the one who overreacted.

She figures that a jinchuuriki's life is to be lonely for the greater good and thus keeps herself at arms length to make sure no one gets hurt.

Half Transformation: A-Rank
Half of the One Tails gets out cover the jinchuuriki and while increasing their power, makes their fighting a bit lopsided and clumsy due to how unbalanced they are.

Full Transform: S-Rank
The One Tails is free and can only be sealed away by the jinchuuriki waking up again. No one knows what happens if the jinchuuriki dies in this state, but the general theory is that it would unleash the one tails for good.

Saeki from a young age was identified as a water affinity user and trained to be an Oasis Nin. Thus she was taught her sacred duty: to selflessly purify, transport and create water to help all the people of the Land of Wind. She trained relentlessly to use the unique secret techniques of the order, to help her people. That water was never to be used for death or evil. It is the element of life and thus holy. Then she was taught the secret technique to drain water from other people to kill them, kept secret among ninja so that the people of Wind do not know of what would be considered profane to the many kami of the oases. This caused her to question her duty. Was this really all there was to life? Survival? Maintaining the life of others? Was this all she was destined to do?

She began to dislike her job. She wants more from the world, more from life than just being peoples glorified water fountain. She wants to be her own person, not to fight for some higher cause but to fight for herself. Question was how? She found Benkei of the Ten Blades a master of the art of weapon puppetry, a more offensive style of puppetry among Suna, and knew: she wanted to be a weapon puppeteer a warrior and thus sought his teachings.

Benkei of course accepted her and taught her both the weapon puppetry and why he went around taking weapons: Each one reminds him of different people and ways of life and viewpoints, and that the world is diverse and full of many unique things. As well as a reminder of the world's many dangers. To collect things is to have a unique perspective on the world, and he collected weapons. So she resolved to someday surpass him and possess ten or even a hundred times more weapons than he did, a great ninja that would be known as Wielder of a Thousand Weapons.

Hey, it was better than just being a glorified water dispenser.

Saeki has two wakizaishi's, two hook swords, a tetsubo, a chain net, a naginata, sai, fuuma shuriken, and a spike shield, controlled by each finger to fight with, able to block, stab and so on with them.

Multi-Attack:
Saeki is so fast she can attack multiple times using her weapons.

Sunagakure Water Jutsu:
The ninja of sunagakure hold water to be sacred as life itself. Most of their jutsu therefore emphasize its more positive supportive uses and the Oasis Nin have a reputation of being sacred water bearers to maintain, however they secretly use terrible and deadly water jutsu that would be sacrilege if normal people of Wind found out about it. This acts a limiter though, as it prevents her from learning other uses for water jutsu that don't align with its sacred value.

Camel's Resilience Jutsu:
Uses their control of water jutsu to enhance peoples usage of water to be more efficient over long periods of time.

Water Purification Jutsu:
Purifies a quantity of water from filth, disease and such separating it from contaminants.

Water Ration Creation Jutsu:
One of the most sacred uses of the Oasis Nin, they use their chakra to create water from chakra alone to fill something, with genins only able to fill waterskins and jounins with such mastery they fill entire wells.

Hydration Drain Jutsu:
This terrifying technique user drains water from someone elses body using puppet strings, or something to pierce the skin drawing out the water. The Oasis Nin often draw water from any fresh corpse they find so as to not waste any water people could need to drain it out of them and store it in a scroll.

She believes humans to all be idiots or unreliable and thus dislikes them, preferring the company of puppets and wishing to make spaient intelligent ones to be friends with her.

Ayaka early on was interested in fuinjutsu and puppetry and studied a lot into it, making people see her as boring and a nerd, left her little time for socializing and thus she wound up feeling lonely while she trained to be a shinobi. However one day she tried to make friends with a popular clique at the academy, this clique deciding to mess with the nerdy girl said that everyone who must be apart of the clique must first pass a hazing ritual where they do a dare.

Ayaka, being young and not clued in, went along with this. She was dared to make the one-tail jinchuuriki cry to show ”bravery” and wouldn't be allowed into the clique if she failed. So Ayaka foolishly tried to do so to the one tailed jinchuuriki- another unpopular girl her age. She succeeded and got her right arm and leg crushed by sand. Thankfully she had gotten to the hospital in time, and the clique was surprised that this happened and was expelled for their idiocy when she explained the situation to the adults. However now she has to use puppet limbs instead of real ones, and get them replaced every year to keep up with her growing body.

Feeling guilty and lonely even more after finding out those kids were just manipulating her and the one tail jinchuuriki not speaking to her after that incident, she made her first puppet to a very close replica of a girl her age to be her imaginary friend and named it Moku-chan. As she learned how to manipulate her limbs, she also learned how to best manipulate her puppet to be lifelike and began having fake conversations and parties with her puppet, and now she is seen as a weirdo who treats her puppet as a person. Secretly she wants to make her puppet Moku-chan into a real person and is now seeking a way to make sapient puppets, feeling as if humans are not worth her time.

Her prosthetic arm, using sophisticated fuinjutsu and puppet design, is essentially a swiss army weapon with a weapon or tool for every occasion, switching out between functions one at a time. Here are some of the more notable things it can do:

Unless, of course, quantity is preferable over quality: A few dozen who only have the initial jinchuriki mode might be preferable to having one massive berserker.

I'm gonna move to the border with my next post and then sort of fiat out a way to the Cave a post or two after that, so if Kimiko or Yuyuyu have anything to say on the current situation now the time to say it.

Edit: Also, a thing that occurred to me: Since Yin/Spiritual energy is cultivated by studying, meditation, and maintaining mental health, the fact that Senko is traumatized and somewhat self-loathing might be tied to her inability to naturally produce enough Yin.

If so, it's merely a contributing factor more than the root cause, but it would mean that her chakra control improving enough to use basic elemental manipulation techniques like mist generation may partially be the placebo effect.

I've got a couple of technique ideas. Some of them are for my characters specifically and others are just generic things.

Wind Style: Razor. A chakra flow technique created by combining wind release nature transformation with the samurai saber technique. Vastly magnifies the cutting power of the sword the technique is channeled through above and beyond that of the basic technique as well as the cutting shockwave techniques derived from it.

Sage Art: Sacred Turtle Meditation. Using Senninka, the user enhances themselves in an armor of thick scales made of a hard substance, not unlike a turtle's shell and two massive shields made of the same while using sage chakra to reinforce the durability of the body. In doing so the user becomes almost invulnerable to conventional attacks but also renders the user immobile.

Water Release: Stroke. A seemingly simple A rank assassination technique. A Ninja hiding in short range of a target can use water release to manipulate the target's blood plasma causing it to part within a major blood vessel flowing through the brain, creating an air bubble that leads to a severe, usually fatal stroke. The technique, however, requires upmost chakra control to avoid detection and by default has 88 hand signs, meaning that one must avoid detection for a great deal of time unless one has fully mastered water release.

Earth Release: Reverse Guillotine. The Earth beneath a target's feet softens into thin mud, causing them to sink, before hardening in such a way as to force them onto their hands and knees. The process repeats, trapping the target's hands before finally, a thin sheet of stone erupts in an attempt to remove the target's head.

I've been meaning to get around to this writeup, and now that I have, I like what I've done. I wanted to capture the general gist of the philosophies and beliefs at work in Naruto, figuring things like how the Sage of the Six Paths influenced the world with his beliefs, what people would think of Indra, as well as what people think of Hashirama and Madara and their beliefs. and I think I got something pretty good:

For a thousand years, the Ninshu religion has stood. It lost its highest teachings about manipulating chakra but kept the parts most consider important: the teachings of the Sage of the Six Paths on how live a better life. These teachings have spread and become an ordinary part of the shinobi nations life, an integral part of its culture and beliefs. The monks and priests of Ninshuism are everywhere in the Shinobi nations, in every nation to one degree or another with few exceptions.

That is not say they conflict with other religions, rather their existence is syncretic with the worship of the kami. People don't actually worship the Sage of the Six Paths, and in fact the monks who study his teachings have koans specifically warning against doing so as it turns people away from the path of enlightenment and the ending of suffering. People instead view the two religions as needed for different purposes: to worship the kami is to pay respect to nature and keep oneself in harmony with the natural world around you. To follow Ninshuism is to seek enlightenment and how can live their best moral life among human society.

The Sage of course knew that his goals would not be achieved in his life time and designated Asura as his successor over his more talented brother Indra, because Asura embodied the things he valued better. In some versions of the tale the Sage made the decision on his deathbed, in others he did it after giving them a test of helping villages get water, with Indra getting faster results using his chakra but ones that led to his village's destruction because he didn't unite the people together. Either way, the story goes that Indra in his selfishness and jealousy attacked his brother vowing revenge for being denied his rightful succession and the two began to war against one another with Asura fighting tirelessly to righteously defend the Sage's true vision for the world. But nevertheless, Indra succeeded in making sure the true technique of Ninshu was forgotten and that the world would fall into thousands of years of war.

Thus Indra is held up as an evil figure who is the cause of everything bad with the world and everything would be fine if he had just accepted his loss gracefully and humbly followed his brother. The religion is most popular with the common folk of the shinobi nations and has a strong presence no matter where you are. Even the Land of Grass, victims of the Sage stopping them in the empire in its prime has many commoners who believe he was fully in the right to do so, the Land of Stones has its adherents even though its remote and its population many former criminals seek redemption in his teachings, and even in the Land of Water where Yagura has tried to stamp out any figure that one could rally around instead of himself, people still cling to the Sage's teachings and texts in private and secret, hoping for the day when his oppression will end. The Sage's teachings are omnipresent and cannot truly be escaped.

Thus the nobility and anyone else in power generally have to pay at least lip service to the Sage's ideals when they speak to the people. Or at least what the common people think are his ideals. You don't spread across an entire continent and have your teachings come out interpreted entirely correctly especially by various warring nations. The monks of Ninshuism are generally pretty chill about differing beliefs and interpretations with their fellows as they are enlightened enough to know that such things don't actually matter as long as the vision is achieved and the disagreement is kept to friendly philosophical debating. Nevertheless there are many subschools of Ninshuism that have arose as a result of different monks pondering this or that across the centuries, and while there things that unite them, some of the monks have strange or esoteric beliefs they believe are outgrowths or improvements of the foundations that the Sage has put down.

Of course, Ninja generally are not big fans of the religion, as the way they use chakra is derided as evil, an invention of Indra. They still practice it yes, but often with a justification that they're making a sacrifice for the greater good or just a tired observation of the irony. Its still something they need to think about and its still something that guides their lives and moralities but not to the extent it does the common people. After all many of the Sage of the Six Path's teachings are against the ninjas profession and what they do.

Of course, the Ninshu religion has many stages of initiation, which determine how strict the tenets who have to follow. Most lay people only follow the easiest ones, but as you get higher, the restrictions on your behavior become tighter and tighter. The Ninshu Monks, having banned themselves from using hand signs only learn Taijutsu and even then only for self defense. They consider it the only part of known chakra manipulation that hasn't been tainted by Indra's touch. Thus you can often see ninshu Monks playing defender of the innocent and downtrodden refugees during wartime if they can't talk someone down, but their lack of ninjutsu attacks and genjutsu defenses make them easy targets for any ninja who have to go through them.

They seek the path of Ninshuu always, trying to figure out how to achieve what Hagoromo was seeking. None so far, have succeeded, cut off from the knowledge that Ninja possess and ninja having no reason or desire to help them. Even the common people consider the actual Ninshu the chakra state or technique to be a myth, or a metaphor for an ideal society where no one lies or misunderstands one another or something. That he was a respected but old figure who was ahead of his time in many respects but was wrong about how chakra worked since he wasn't a scientist. Given that Ninshuu seems to occur so rarely and be only used among people who have mastered their chakra for years, its not a surprising conclusion.

Overall, the Ninshuuists are a force for good in the world, helping the needy, the poor, the downtrodden, protecting travelers and refugees and advising people to better themselves and such and so on. However their religion impedes their effectiveness when it comes to combat, they won't call ninja when there is trouble and will seek a more pacifistic solution to any situation. They are altruistic and thus deny the self of any pleasures, and also spiritualist and thus tend to not hold materialism in high regard. The common people will listen to them on most moral matters in daily life but when war and danger comes their advice is taken with a grain of salt at best, no matter how much they dislike ninjas and samurai most people will call upon them over the monks, knowing true steel and ninjutsu will protect them better than faith and fist.

Spoiler: The Cult of Indra

Show

There is however, an enemy to the Ninshuist religion. It is known to Ninshuists as the Indran Heresy, and most call it the Cult of Indra. Not as popular as Ninshuuism, not nearly as much, it constantly tries to survive and spread in itself in secret, wary of revealing themselves and being stamped out by the Ninshuuists banding together to do so. At this point, the Ninshu religion holds much of the public's heart and have convinced people that Indra cultists are akuma on earth. It isn't as simple as that.

The Cult teaches that Indra was a genius who saw how the world really worked, that government and thus order was backed and made legitimate by the use of force and power to make sure order existed. Every government after all has police and militaries to keep things in check after all and criminals are punished for breaking away from the order. Furthermore they taught that he saw the true nature of ninshuu, and that it would just lead to stagnation and stasis at best. He instead sought to grant people power so that they may teach themselves to stand on their own two feet, so that when everyone is armed, everyone will be polite and a more realistic form of peace would be achieved. He is seen as advocate for innovation, science and progress and that you can't make progress without some pain and risk.

What really ticks off the Ninshuuists is that they claim that Indra and Asura were constantly competing with each other in life instead of the pretty picture of Asura being perfect and Indra being evil, and that Indra and Asura decided to reincarnate endlessly to continue their battle over peoples hearts and minds and that Indra still seeks to speak out against the Ninshuu religion while Asura continues to reincarnate to defend its control over humanity. The Ninshuuists protest that it is not a competition and that Indra was wrong to do what he did.

Now, whether Indra actually believed everything that people ascribe to him is beside the point. They don't care, they see him as a symbol of defiance and refutation of the Ninshuu religion regardless and thus even if you get them to acknowledge that Indra maybe wouldn't agree with them, they will argue that its more about what he did and represents than what he taught. They will point the flaws of the ninshuu religion of how one is not supposed to form attachment yet seek some mythical chakra ability to form attachments to everyone, or how you can't solve everything with forgiveness and compassion.
They regard people who love everyone as people who actually love no one, either their feelings being a hollow attempt at an ideal, a dangerous self-delusion or a lie.

They point out how a man with many loyalties cannot satisfy all their loyalties at the same time. That the ninshuuists are blindly following an ideology and suppressing the ego to become inhuman and that the religions influence is what led to the emotion suppression of modern ninja who selflessly suppress their feelings and then are manipulated into sacrificing themselves for everyone else's altruistic ideals. That the current day and age of ninja being weapons to state is the result of generations of Ninshuuists calling for ninjas to be less destructive and more controlled to serve the greater good of the shinobi nations. Furthermore, Indranists argue that the Ninshuuists are supporting the current status quo without doing much about it. They're not wrong, this does at least some evidence of being true, as Hashirama's political ideology is very similar to the Ninshuu religions teachings. The Ninshuuists respond back that its probably the Indranist manipulations that led to nations so willing to use force in the first place.

The people who join the Cult of Indra tend to be cynics, missing-nin, bitter scientists, outcasts, edgy teens, and other such people. Some people come seeking power believing that Indra was an ubermensch and that they are following in his footsteps to changing the world, some want control over the world seeing the current one as disorderly, others desire knowledge. Others care deeply for a few loved ones in their lives and seek to protect them over all else. Some people join, with a specific interpretation of Ninshuu being something that could potentially lead to a hive-mind scenario or something that could be exploited by a powerful ninja to gain control over many people and that an too-open mind is a vulnerable one. Others find the ninshuu scenario as horrifying due to the potential loss of privacy and do not want their thoughts to be spied upon everyone around them.

Keep in mind that the cult of Indra is not necessarily always violent, there are peaceful believers of it dwelling in small isolated villages often playing support to its more ardent believers. The hardcore believers are more often vigilantes, rebels, people with some cause or agenda they are willing to go great lengths to champion or fight for them. More than one missing nin has joined up with the cult of Indra as a form of protest against the world around them, making a statement about imposing their own personal order on the world. More than one revolt or rebellion has been connected to the Cult pulling strings to try and influence things in a different direction over the centuries. Being more on the margins, it is more prone to such extreme acts and willingness to sacrifice lives for what they believe. In the more recent times it has a lot of connections to the Yakuza and indeed, the Yakuza have always had a large contingent of members following their beliefs and aiding their efforts for good or for ill.

And of course, unlike the Ninshuuists, they care not for jutsu restrictions. They believe that knowledge of jutsu should be shared freely with others to empower them and do so with each other, thinking of the modern ninja as overly strict and secretive with them, deriding it as just another form of slavery to the state or ideology peddled by the Ninshuists.

-Conflict is just an opportunity to evolve/what doesn't kill you only makes you stronger
-seek justice for the wrongs done to people.
-know your friends and know your enemies. A friend to all is a friend to none.

Spoiler: Hashiramism

The ideologies of Hashirama and Madara are very similar to Asura and Indra. The main difference is that they're excised of any religious or mythological association, being thought of more as political beliefs and being mostly held and talked about in Konoha. Also unlike their religious counterparts, the discourse is relatively polite, Konoha shinobi seeing both founders having a point about how to achieve peace. One should also note that some people believe in a mix of the two and don't necessarily binarily fall onto one side or the other.

Konoha throughout its history has swung back and forth between the two ideologies in its policies over time, but holds up Hashirama and his ideology as the default founding values of their culture. Hashiramists want to understand others, help people and promote cooperation. They also promote self sacrifice and loyalty to their village. They believe that humanity gets better by cooperating with one another, empathizing with one another, seeing past prejudices and putting the needs of the collective before the individual.

This leads Konoha to putting on a peacekeeper mentality when it comes to other nations. They think its their duty and right to interfere with other peoples business if they can help. The fervent of them arguing that they should doing anything they can help to other nations out of altruism. However this isn't purely good. This policy often comes off as forcing their values onto others, and more than once a Hashiramist gone into a situation thinking they understood someone and their problems but didn't. A lot of the conflicts and political incidents with Amegakure for example are started over Konoha wanting to try and help Amegakure out in some way but screwing up because the different cultures involved, and Amegakure is suspicious of any generosity at this point.

While for some Konohagakure, Hashiramism is an annoying ideology that is adherents insert into everyday life and bother people with it, and some Hashiramists, often concerned parents, do indeed go on moral crusades against random pieces of media for either having too much violence or portraying something offensive, things like that. While other nations see it as a mere bunch of honeyed words over their hegemonic policies, convinced that they only utter the words to convince others to do things their way and not others. That the ideals of Hashirama are their way of stroking their ego and patting themselves on their back while they mess things up for everyone else.

Meanwhile some ninja who have nothing else to live for, become husks of their former selves devoted wholly to upholding the Will of Fire, becoming the perfect soldier for their nation. They unquestioningly follow orders without thought and go on to do atrocities for their nation, telling themselves that surely their superiors know better than them, surely they are doing this for good reasons and end up perpetuating conflict instead of solving it. Indeed the Will of Fire is often used as the justification for why Konoha nin do many things, thinking it noble that they remain loyal to their village even if they lose everything else and doing everything to sacrifice themselves for their greater collective. But it only ends up killing them as they are sent on more and more dangerous missions, being considered someone valuable as they have no second thoughts about taking them and nothing to make them disobey orders. Other Hashiramists who go wrong become tired, cynical and bitter about changing the world for the better, seeing Hashirama's dream as impossible unless they start taking drastic action to change the status quo in some manner, reasoning that if they can't trust humanity to cooperate, then must somehow force them to do so.

If Hashirama is an inspiration to Konoha because of his kindness and unflinching idealism, Madara inspired Konoha through his absolute strength, ruthlessness and determination, as well as they fact that he was the main detractor of Hashirama's viewpoint, taking the place of Tobirama in this timeline. However Madara was far from perfect, and made a lot of mistakes, causing the First Shinobi War and learning the hard way that just because Hashirama's ideology wasn't entirely workable doesn't mean his was.

However his philosophy still arose as a counterpoint to Hashiramism- after all, there had be some reason why people hadn't followed such idealism to make a better world already right? Some reason why people still go to war even after the messages and efforts of both Hagoromo and Hashirama. They didn't take into account things Hashirama missed they wouldn't be able to surpass him to truly make a better world. There had to be things about human nature that others got that he didn't.

Thus the first premise of Madarism is that strength is needed to achieve anything and that idealism and diplomacy alone isn't enough- after all, even Hashirama had to be strong and powerful to protect those he loved and enforce his ideals. And he distributed the Tailed beasts, using the fear of their power to make people think twice about wiping out the other side with mutually assured destruction. One should respect those that are strong they figure, for a healthy fear is what keeps many in line and civilization standing. Finally they wondered why the nations still fought against one another, why clans even though united, schemed to gain power even now. It was an age of unprecedented cooperation, so why was there still war and conflict? Thus they reason that competition is a natural part of humanity and that you cannot get rid of it. That competition, if channeled in healthy ways would prove beneficial than trying to squash it under constant forced cooperation. It was this kind of reasoning that led to the creation of the Chuunin Exams to add a layer of war by proxy to help prevent real war.

However, this faction's ideology when extended to national policy can be responsible for the more aggressive side of Konoha's actions: Viewing Iwa and Kumo as competitors due to be the most aggressive nations towards Konoha and thus escalating things between them constantly, taking advantage of other nations because they are weaker than them with economic policies to keep them under control, often mixing with the Hashiramist intervention policies to make their interests in foreign affairs look like opportunistic power grabbing under the guise of altruism, stamping out missing-nin and terrorism wherever they find it with an iron fist, sacrificing those they consider disposable or weak for the greater good. They often justify their actions as making sure Konoha has to think about itself as well and making sure they don't bleed themselves dry trying to help everyone, because they can't help everyone: No matter how powerful Konoha is, its resources and power are not limitless. This is one of the most important lessons they learned from Madara's failure to conquer other nations.

Thus Madaraists advise ignoring the plight of this or that nation from time to time, of letting them solve it themselves and become stronger for it, they council that Konoha should keep their noses out of others business from time to time. This may seem strange from outside due to their controlling nature and how their efforts seem to work to cement Konoha as more and more powerful, but their interest is making sure there is some strategic gain for their nation involved, that the job done is worth it to their village and nation so that it may prosper. The game of nations is a competition after all, and one seize the right resources and pieces on the board to make sure you keep winning it. When your at the top, you've got to keep yourself strong by maintaining it, or you'll begin to decay. Therefore one has to focus on making the right moves to stay competitive. Staying competitive keeps their nation prosperous, their nation prosperous means it will expand to other nations to make them prosperous and thus through competition their power will trickle down to make everyone prosperous and thus achieve Hashirama's dream in a way, they reason.

Of course when a Madarist goes wrong they go real wrong. MMmmm. I see no reason why not. You and Raziere, can equally devolp the village, I didn't thought of every thing.

Just the astetic,and the style, is of very militarized and poor village, that half of it's existence was in war, and has big factories.

Well if thats the case, I'd say that the most common elemental affinity for Sound Village would probably be Wind Release, given air being the best medium to transfer sound through, followed closely by Lightning given its association with sound-based electronics and the fact that light and sound are both wave forms. so most ninja in the village would be either one of those two, with Wind being the biggest one. Earth release is probably the rarest in Sound on the other hand.

so a lot of clanless or normal ninja in the village would be combining their sound jutsu with wind release because of the synergy involved.

as for hotsprings well, it has to be artificial right? natural hotsprings are formed from like being near volcanos and such, and while the Land of Rice is full of water and irrigation- rice takes a lot of water to farm- I don't recall it being near any mountains/volcanos that could naturally heat such a thing. and while I don't particularly recall us saying whether a mountain existed nearby or not....it'd be a pretty big thing to miss or not mention. I think it makes more sense that a hot spring would be artificial for Sound Village.

He has not known anything else, to him being recruited into being a ninja to fight for Genetic Equality and his glorious leader, Yagura Karatachi is perfectly normal. He was hailed as a genius of hard work when he graduated the academy at the top of his class, a self-made ninja who will only continue to prove the righteousness of Yagura's cause by defeating all the Danger Strains or “Gene-Privileged” to prove that they are unneeded inequalities in Yagura's new world.

She is sneaky and underhanded, and is willing to bribe, cheat and anything else to win.

Toma is a Kiri Genin who grew up during Yagura's reign. She knows nothing else of course, but quickly figured it out it didn't actually matter if she believed the ideology or not. As long as she parroted the script, the lines, acted like she cared, then she could exploit the system for her own gain, using manipulation to get rid of rivals and threats to herself and exploiting the corruption of the system to get onto the best team to graduate the academy, and is planning on continuing to do so to rise through the ranks.

I meant more "is he good but only becuase of advantages he is ignoring that he has" or "is he only successful becuase the competition he'd face in another village isn't there."

The first one is someone who needs to be debrainwashed.

The second one gets his ass kicked the first time he's ever in a serious fight with someone from a clan or with a bloodline.
