You've mentioned the idea that Kurama's Jinchuriki is unhappy and the twin of th Uzumaki clan heir, is the favored child?

There are a ridiculous number of Naruto fanfics that have NAruto have a Twin and his parents survive and he gets neglected/abused while the Twin is favored. Don't do that. Do it with nuance and things being realistic instead of something out of a Raod Dahl book and there's no problems there. Basically, do it better.

Shadow Clone Training? Did not exist until Kakashi taught it to Naruto. Kakashi had an epiphany around the time they were getting ready to teach Naruto nature transformation that the combination of Shadow Clones intended purpose(disposable spy, it learns then dies, and it all comes back to you) and Naruto's ability to make hundreds or thousands of them at once and still be able to function at a decent level meant that they could maliciously abuse that to give NAruto a lot of experience in a short amount of time. So, basically, only people with Superhuman levels of Chakra can do Shadow Clone training. At least, nowhere near to the same degree he does.

(So, assuming that Kurama's Jinchurki has the Eight Trigrams Sealing Style or the Torri Seal that is an improvement on it, which are designed so that traces of Kurama's chakra would leak out and be converted into the hosts own chakra to slowly artificially increase their raw power, they'd be able to do it but the favored heir would get significantly less out of it. she might even get more out of it than Naruto did if she's pure Uzumaki)

Kinjutsu are techniques that are forbidden to teach someone, or that are derived from areas of research that have been dubbed to be illegal but are not inherently illegal to know or use unless they break some other law in the process. People tend to forget about that and either make them illegal in general or forget that their use is restricted.

I suggested Senko's perfected cellular grafting procedure be classified as a Kinjutsu as a pretense to keep too many people from getting their hands on it, but I don't think you ever answered on that and that was before the idea of sharing the imperfect technique with Cloud.

There is no Civilian Council. Or Ninja Council, for that matter. At least not int eh Leaf Village. There are occasional meetings between respected jonin and the Kage/other leaders and the Hokage has advisors, but the Hidden Villages are military dictatorships. A good kage will take his subordinates wishes, and those of the village's civilian population, into account and act for the best, but the only person who has a higher authority than the LEader of a Ninja village are the Daimyos or royals of whatever country the village is in, assuming they're not one and the same, and even then their ability to decide what happens in the village's territory is limited.

No clan restoration act. That's a made-up fanon that exists solely to justify giving Naruto a harem and 99% of Harem Fics are garbage, the majority of that being poorly written smut. (and it almost never applies to assume, if you're paying attention) If we want a harem romance, it should unfold naturally instead of being legally mandated.

The idea of a loyal, powerful ninja who serves as an asset of the village being banished, imprisoned, or executed because they were framed for a crime or roughed up another favored ninja who betrayed the village is absolutely ridiculous.

I can't think of any more fanfiction cliches that are immediately relevant, nor anything we've already agreed on.

Though I don't think you answered on my suggestion that Senko knows ofthe soft body modification but can't find any information on how you do it to someone.

I've never read such narutwin fics (or aware that there so many before you mentioned them), nor do I know who Road Dahl is. So. I don't know if that makes me better, or worse at doing better. I'll try if the twins are even a thing, but basically the idea is, if a jinchuuriki is so hated, why would anyone make them a clan heir? I guess realistically speaking, its more like two different set of expectations than anything else: one is expected to be a leader, the other is expected to be the sacrifice and that just their jobs, and like any japanese clan complaining about one's lot in life to anyone is not seen as socially acceptable and both are just supposed to grin and bear it, this mixed with a clan of eccentric fuinjutsu experts who despite their seemingly extroverted nature don't seem to have good social awareness.

like imagine a clan full of red-head narutos, Karins and kushinas all yelling at each other over ramen and whatever idea they're obsessed with which is probably some weird fuinjutsu thing about blowing something up or launching a thing at another thing. The discussion is loud, meandering, full of random fuinjutsu jargon no one else understands,the dining table is a mess, the room is practically chaos, no one is using honorifics like they should, and instead using their nicknames for each other, a small jinchuuriki child comes into the room and their father manages to detach themselves away from the buzz when she asks if they can talk and he says
"Well, how was school? are you winning, daughter?"
"No, some bullies came by and beat me up for being the jinchuuriki."

On grafting technique being a kinjutsu: well I'd say it'd be only forbidden if it was dangerous, but that seems to be a moot point now

soft body technique: sure, why not. you can know of it. Its basically just elasticity. and I think naruto world is full of people finding ways to grab at things long distance, often with chains or other such weapons (this is in keeping with real ninjas actually, one of the weapons they used were chains to disarm others with)

as for shadow clone, I'm not planning on using that. I'm more interested in what other possibilities one could do with that level of chakra reserves. how a jinchuuriki could overcharge other techniques.

Roald Dahl wrote Charlie and the Chocolate Factory, the children's story were several poorly behaved children suffer Dante-esque ironic punishments for their Sins before being saved at the last minute to live with their trauma. He also wrote Matilda, a story about a girl wit psychic powers who parents and older brother are cartoonishly abusive in an emotional sense and her school is run by an old woman who hates children and abuses them in a fashion that is so deliberately outlandish that no one would ever belive the story. (Like swinging a girl around and thoriwng her by her pigtails, or shoving children in a closet that fills up with smoke and there's nails driven into the door so it can't be opened from the inside without stabbing your hands.) And James and the Giant Peach, where a boy's parents randomly get eaten by a Rhino and he's sent to live with his aunts who abuse him emotionally, make him do all the chores, and starve him.

If you read the Harry Potter books, the early ones when it was a whimsical children's changeling fantasy rather than a gritty young man's coming of age, the way the Dursely's treated Harry(and, in book three, the character of Aunt Marge and her resulting punishment) are all very clearly inspired by Dahl's works, if that's a more familiar reference.

In such stories, that's the kind of abuse that tends to get heaped upon Naruto while his twin gets spoiled rotten...

But if its more "this one person needs a god-damned hug" then its a moot point.

For the sake of clarity, at this point in time Senko has no idea that the cells of other people can be combined with her clan's Senjutsu and a few other abilities in order to use that person's techniques without having learned them yourself.

She would have no idea that something like Strange Transmission Distant Shadow or Something like it is even possible.

If she did, she'd be playing that up to get additional funding "immediately teach every ninja in the village the techniques of our best and brightest" would be something that she could name her price for.

So, as far as she knows, she's telling the truth when she lists the political reason for only focusing her techniques on bloodlines and other, rare, unique biological quirks or chakra natures.

Also, bit of Trivia: "Strange Transmission Distant Shadow" is the literal translation. The Japanese Name is a pun on the Japanese word for DNA, which is just the English word "DNA" pronounced with Japanese phonemes.

by the way, would you say quartz is something that'd be controlled by earth or crystal release? or would there be overlap? also how much control do you think a lightning user has over magnetism compared to a magnetism release user? also, would a rock with fire around it be a earth release jutsu, fire release jutsu or both but not combined? how much can you combine elements of the basic releases and still be a workable jutsu?

Manipulation of pre-existing quartz should be possible with earth and creating quartz should be possible with specialized techniques. Crystal Releaze seems to be the creation of generic 'crystal' with unique properties--it's ultradurable, can become transparent, repair itself, enhance techniques, inflict frostbite despite being room temperatureand so on depending on the technique, as well as fire lasers from crystal structures and create what are basicall ultra-durable shadow clones. Such crystals are just created out of nowhere, and even the Byakugan has trouble finding weak points or the like becuase oft he reflective nature of the crystal.

How much overlap there is between Earth and Crystal I think, depends on if Crystals is the highest form of Earth Release or if it is an alternate form of Fire and Earth, the way that Mud is an alternative to wood as Earth and Water.

Looking close at it, its identified in the anime as being earth-based and it seems a lot more "magical" compared to steel release, so I figure that Crystal should be Earth's equivalent to Blaze Release and Typhoon and Steel should be the alternate Earth and Fire.

As for lightning's overlap with Magnet? Probably none. Lightning is, mostly, the creation of actual Lightning or similar forms of Electricity. The rare times it isn't its used as a power source.

Magnet release is using electromagnetic fields to manipulate objects that are magnetic or that can be magnetized rather than manipulating electromagnetism directly" Notable, the implication is that Magnet Release is the combination of Wind and Earth, rather than either of those and Lightning. I imagine that going Magneto on someone would be a Kekkei Tota combining Earth, Wind, and Lightning.

Combining Naruto's Rasenshuriken with Sasuke's Amaterasu created what Minato called a Scorch Release technique, so I imagine that a flaming rock would be considered a Lava Release technique even if it isn't technically Lava Release: You'll notice that with Zeta and my Scorch Release using Missing Nin, I have them each with a single technique that combines their affinities without actually using their bloodlines for around the same reason.

Yes, but it would most lkely be a combination of mulcible techniques.

For Example, during the fight with Orochimaru, Hiruzin uses the Mudslide technique to generate enough mud for the earth Dragon Bullet and then used Fire Dragon Bullet to ignite the mud bullets so that they burned as well as bludgeoned.

Of course, Hiruzin is one of the few people to put in the time to completely master all five elements, so he'd logically be a master of all the interactions of their basic forms.

I imagine that there's a lot of overlap between Earth Release and Mud Mud, since there are so many earth techniques that use mud, but Mud Release seems specifically to be about creating liquid mud and sludge than the more solid mud of a mud wall, for example.

Mud that's created by Mud Release, or earth converted to mud by Mud Release, dries into a white clay that's good for a very beautiful looking ceramic that resists heat and channels chakra well(and is pretty much the only thing, outside of very rare naturally occurring clay, that works for it perfectly though any clay that's treated properly will work good enough.)

When he sees a threat to his plans he moves like sudden lightning going from 0 to 100 in an instant.

Katsuro is a ninja from the Yamabatsu clan, the fuinjutsu clan of Kumogakure tasked with keeping its jinchuuriki in check. Thus he is the current best expert in such matters, and is knowledgeable in fuinjutsu. With the birth of Blood O and knowing of the Ishikawa's paper release decided it was a good opportunity to pass on his fuinjutsu and expertise to strengthen Kumo's fuinjutsu users. The Raikage thought it was a good idea and allows him to teach Blood O.

Katsuro of course, wanted to ensure her loyalty. So he manipulated her, telling her that her father from the Ishikawa clan abandoned her mother and that the Ishikawas were her enemies who will probably kill her for being a bastard child that is a threat to their paper release secrets being revealed. Coaxing her to hate them as probably dangerous foreign criminals who betrayed their village or joined with those darn Konoha ninja and that blood didn't matter: after all they don't know her, they wouldn't accept her and her place was with those who raised her and taught her everything she knows.

In time he hopes to mold her to become the next fuinjutsu master and perhaps integrate her into the Yamabatsu clan to give the Yamabatsu paper release as well, in efforts to keep up with Konoha.

Crushing Mountain Binding Jutsu: A-rank
An Earth Jutsu originally designed to contain jinchuuriki in the middle of their rage, but works just as well against everyone else. The earth is shaped around the victim to form a miniature conical mountain-like structure around them to weigh and bind them down with its rockiness, as well as drain their chakra through it.

Homing Thunderbird Attack: A-rank
Fires a bird made of lightning that homes in on the target, following them until it hits and electrocuting them with enough electricity to kill most people.

Multi-Lightning Fence Jutsu: A-Rank
Creates a lightning fence between any two pieces of metal or quartz in a straight line. If anyone crosses the fence, they get electrocuted. A jounin such as Katsuro can set up multiple lightning fences at once.

Mud Field Jutsu: B-rank
The user spits out a mud field that entraps whoever steps into it, slowing them down and leaving them vulnerable to attacks.

Mud Clone Jutsu: B-Rank
Creates a clone out of mud, Katsuro can make up to five of them at once.

Lightning Staff: B-Rank
Katsuro forms a staff made of lightning in hands to wield as a weapon. Can use it to cut through things like a double-sword or stab people, as well as extend for various attacks

Stone Lightning Statue Body: A-rank
Katsuro fills his body with lightning to speed it up and turns his skin to stone to harden it and protect him. These two things combined allowed him move fast and hit real hard.

Floating Quartz Shards Jutsu: A-rank
Creates a bunch of floating sharp quartz shards connected and levitating by the power of electricity as combination of Earth and Lightning Release to flexibly attack the foe in various ways, including very fast pebble-sized ones.

Multi-Lightning Strike Jutsu: A-rank
Fires multiple blasts lightning at people in a group, a jutsu able to kill entire groups of people at once very quickly.

Fuinjutsu:
Chakra Suppression Seal: A-Rank
When placed upon someone, blocks the victim off from their chakra entirely, rendering them a normal person until another fuinjutsu user removes it. Does not work on senjutsu or tailed beast chakra.

Advanced Enclosing Technique: A-Rank
This version of the enclosing technique can seal in larger things such as people within as suspended animation as well as store larger loads within itself to transport in large amounts.

He places a paper seal somewhere that shoots out quartz shrapnel on anyone who triggers it.

A paper seal that when placed on someone casts a genjutsu on them to go to sleep, developed to counteract a jinchuuriki's rage it works for everyone else to.

History:

During the Third Shinobi War, Kumogakure was doing anything to win. Aisuru was sent out as an infiltrator shinobi into the Land of Fire to gather information and sabotage Konoha's war effort from behind enemy lines. However along the way she came across something strange: Musumu Ishikawa, a shinobi from Kirigakure of all things. He was wandering the red light district like any other soldier showing off his paper release tricks, searching for a good time with a woman so knowing of the Ishikawa bloodline she seduced Musumu, administering a drug on herself to ensure maximum fertility to guarantee she'd get pregnant.

Then when she gotten with child she made her way back to the Land of Lightning and reported in, saying she gotten a new bloodline from her seduction. In time her child was born and grown, but she was not allowed to name her, as they confirmed that she had the paper release bloodline and thus was to called the code name “Blood O” and her DNA taken to secretly make clones of her to make sure all the eggs aren't put into one basket on this matter.

She was left of course, to raise the original. At first she it as a duty, but as the years went by by time Blood O was five Aisuru was caring for her warmly as her daughter, unable to steel herself. She became a loving mother despite the origins of Blood O's birth and did he best to raise her right as a shinobi could. She didn't tell Blood O her origins, afraid of what her daughter would think of her mother. She noticed that when Katsuro started teaching her that Blood O became more determined and focused her, but never knew what Katsuro had taught her daughter about her origins.

While others look at her as caring too much for a daughter meant to strengthen the village as a whole, Aisuru does not care. She just wants the best for Blood O, for her to be happy.

Well, the Banshosen and Shichiseiken were sealed in Kinkaku's body and when he has reincarnated the seals moved to his new body. We don't where the Kokinjo and Benihisago were, but...

Possible wrinkle to the "get the brother's bodies" plotline, accessing the sword or fan while studying Kinkaku's body(or otherwise) at some point, becuase if Cloud knows that they're in there but wrote it off that's a bargaining chip, and if they don't know they're in there then that wouldn't be covered by the deal.

Bit of research: Some elements have more esoteric applications, in addition, to directly generating and manipulating the element proper.

Wind Release's cutting and sharpening power is well documented.

Onoki's flight and weight manipulating techniques all work by using Earth Release to manipulate gravity itself.

C uses Lightning Release to generate a flash of light that serves as a conduit for Genjutsu.

Fire and Water, however, don't really seem to have one unless you count a single application of generic(not volcanic) ash which isn't really the same.

Or Sasuke, int eh novel, having studying chemistry at some point in during the time skip and using it to manipulate water molecules to fake Ice and Boil Release, though again, tha't mostly just using water as water.

I'd suggest the "dissolve" things aspect from my proposed "Water Release: Rasengan" as the esoteric application of Water but I'm pulling a blank on fire.

So I've been thinking ever since I posted my headcanon about Jugo's clan in the headcanon thread...

I think I drastically overthought the proposal for how the clan is an offshoot of the Senju. It might be best to think of them as a mutant branch that split off generations ago and leave out the "accidentally copied the ten tails while trying to copy the sage" thing out of it.

Though I'm still gonna say that Senko can never be a natural reincarnate of Ashura, and I imagine that any Senju that know of the relation would probably still think of them as demonic interlopers.

Though it does mean that if Senko can get ahold of Senju cells that interesting things could happen to her if she grafts them to herself.

I've been posting proposed "logical extremes" for certain genetic traits and Kekei Genkai.

I didn't do one for Sage Transformation becuase it's already pretty versatile and powerful already, but the thought occurred to me recently.

It doesn't get stronger. It gets more precise. altering body structure and chemistry to become younger, older, thinner, fatter, taller, shorter, change sex, change hair, skin, or eye color.

Essentially, becoming free from the confines of the body and able to become anything you feel like being at any given point in time.

It'd fit with Senko's ultimate goal of becoming one with nature.

Though, of course, Senko won't be doing any such enhancement of her abilities until after she's got her rages under control.

Yes I'm okay, been working on things. wanted to flesh out the world outside the shinobi.

The Common Human:

The life of the average person in the shinobi nations is always, one of work. Most of the time they are rice farmers working to feed all the world, or they are factory workers constantly kept busy by the constant grind of machinery and the conveyor belt to make products to sell. Small local businesses of course open up to offer what competition they can to big ones, with big businesses pushing for more open trade among the nations, but governments do not comply instead keeping a good grip on controlling where trade goes and how well it flows.

Most people worship the kami and more specifically honor Inari god of plentifulness and wealth the most. He used to be the god of rice, but is now considered the god of ryo as well. They acknowledge that chakra and its power exist, but most consider it a dangerous weapon they should not be wielding, as most if not all governments disallow any who aren't a shinobi or samurai from wielding chakra along with any other weapons. Getting caught attempting to learn or knowing such arts without being apart of a military makes you a missing-nin or a ronin and thus punished by death.

Thus they keep themselves out of the business of shinobi and samurai. Its considered dangerous and not worth the risk. Nevertheless they are affected by the shinobi and their machinations. To most people outside the villages while shinobi are to be respected, its generally not seen as ideal to meet one. They are people from the government who are here to help after all, which means that the situation is bad enough that they feel they need to intervene, and who knows whom they might decide is the problem that needs solving? They are soldiers who have killed after all. At the same time there are many folk tales about the shinobi that the common people spread and tell to each other and there are some shinobi who are seen as heroes. Whether a shinobi is seen as hero or villain by the average person is a complex topic, as heroes in one's home nation are often villains of another. Missing-nin however are generally seen as dangerous and not worth helping.

Generally the average person just try to live out their lives in stability and peace. They have their festivals honoring the kami, they go see these new movie things and listen to music on record players. They drink their sake, eat their rice and other food, and work day in and day out. And when the shinobi come around, they end up being caught in the cross fire as victims and bystanders. Attempts to rebel or stand up to those in power due to the power of chakra are never successful: its common knowledge that only shinobi can fight shinobi, and maybe some very skilled samurai.

The Ashigaru:

The wield no chakra, their numbers are legion, in one hand they fire their crossbow until a rain of bolts fall upon the enemy and in the other they slash at the enemy with their wakizashi when they get close. They wear camouflaged lamellar armor and a straw wide conical hat to keep out the sun and the rain. When they march together their footsteps form a low thunder. They are the ashigaru, the average soldier of the shinobi nations, and they have the most thankless job in the shinobi nations.

Where the samurai and the shinobi are at least valuable for their chakra abilities, the only virtues the Ashigaru have is that they're cheap to train and expendable. Their job is to fill the sky with arrows until things die. To sound the alarm when a ninja shows up so that another shinobi can show up to face them before they probably get gutted for doing so. To guard the borders or towns, cities and nations ceaselessly in hopes they might spot a shinobi crossing it. To hold a city after a shinobi or samurai conquer it so that it isn't reconquered. They do all the things greater more elite soldiers than they don't have time for and are likely to die doing it.

They are not dumb or a threat however, if a minor one. They know full well the risks. A common safety precaution in ashigaru armies is to never patrol alone, always go in pairs so that if one soldier is ambushed, the other can sound the alarm while the first dies, horns to sound the alarm being common equipment for the ashigaru. The combat protocol for fighting a shinobi is to run away and call for back up or hide to observe and get their identity so a bounty can be placed on them. They set up basic traps and other battlefield fortifications, they only fight shinobi or samurai when there is enough ashigaru to loose lot of arrows upon them in hopes enough will kill them. Does the method work? Eh, sometimes, inevitably, but it often doesn't. Eventually a shinobi runs of chakra or is caught unaware or makes a bad decision but they don't count on that happening. Most of the time ashigaru when they face shinobi even in groups, they just get slaughtered.

Ashigaru of course can vary in their training and equipment somewhat. Ashigaru of the land of water have sailor training and their military is heavily naval, Rain Ashigaru wear gas masks, Wind Ashigaru wear desert uniforms to keep out the sun. Age of conscription for ashigaru is 16, as the only requirements is athleticism, and a willingness to follow orders, with training only covering basic sword combat, crossbow training and other new recruit stuff.

The life of an ashigaru is mostly running combat drills at their base, out on patrol, being on guard, and generally being a soldier twenty four hours a day in constant vigilance during peacetime. When war breaks out, they march, they fire their crossbows at mostly other ashigaru, they take important strategical points, they fight and they die. They watch as samurai run around killing the enemy at super-speeds, ninja blow up their comrades, summon giant animals and who knows what other magic while they can do nothing but try to live through it. As they try to avoid traps, superhumans who can kill them and keep their supply lines going. There is no glamour or glory in it, and at the end of it any who live through it get nothing but a medal of honor.

Its enough to make one who survives start considering a change of career.

Deserters and Bandits:

Ashigaru deserters are common after every shinobi war. While a missing nin or a ronin have their chakra skills to back them up, deserters and leftover soldiers with no other skills to call their own populate the shinobi nation. They mix with criminal thugs and turn to banditry to make their way in the world, using force to get money and supplies from whatever merchants they can find. Their lives are often short and brutal. Their thieving efforts often form a common C-rank mission for new Genin to cut their teeth on or Chuunin to take care as apart of routine, and so these deserters escape the horrors of war to become the practice targets for the next generation of killers.

They often live out in the wilderness, hunting when they can't steal and taking up residence in abandoned military bases and ruins. Some find isolated villages and muscle themselves into ruling them to become petty daimyos of their own little world away from ninja and samurai. Often these efforts don't last for long and the shinobi take care of them sooner or later. Any remaining bandits who survive the ninja slaughtering them either go off into the woods to be hermits to never bother anyone again or discard their weaponry and try to hide in the city to make a new life for themselves, or get arrested and put in jail.

Some criminals like these get spared by enterprising clever ninja who need to build spy networks. They train them to be their eyes and ears, so they will go to other nations and report back in letters to inform the ninja of whats going on. These minor spies are in danger of not just death by other ninja but of corruption, as sometimes a spy can be bought and their information can flow both ways. Such spies might go on to become information brokers who inform others for the right price. Some are more loyal, but only if they are treated well. Some other deserters however get hired by shady people to be their thugs and bodyguards. Often rich people with no morals. Or recruited into the yakuza to extort money from others. They get a source of income yes, but the risks they take don't change much and thus neither do the length of their lifespans.

A few crazy or smart deserters try to seek out missing-nin to learn ninjutsu themselves to help themselves survive. Even fewer succeed, as missing-nin rarely have time to train adults who don't know how to do the most basic of chakra exercises that they should've started on when they were a kid then teach them through to things that took them much of their life to master. Any who manage to actually become a ninja-if a missing-nin one- this way within a reasonable amount of time are most likely natural prodigies or geniuses of chakra that would otherwise be undiscovered who never got the opportunity to be trained properly.

The Police:

The Police with similar armor, police batons and sleeping drug bolts are very similar to ashigaru. This is because the two organizations were once one and the same, as the ashigaru would often capture a city and declare martial law to enforce order during the warring states era. Thus the ashigaru would often be the common police, but over time enforcing justice became separate from the military but the police retains much of the looks of its roots. Combat doesn't change even if the purpose does.

The average police member outside of the ninja villages looks like an ashigaru but with blue armor, a police baton rather than a sword and sleep needle arrows rather than normal ones for nonlethal take downs. They're often populated by both idealistic cops fresh from the academy and burnt out former ashigaru looking to take a less strenuous job closer to home. Generally they are supposed to do the day to day job of enforcing the law and investigating crimes. However they often end up working with genin and chuunin on C-rank missions more than they'd like whose chakra based methods of investigation currently beat out anything they can do, and feel a little inadequate when even genin beat up criminals by the dozen.

That is not to say they are ineffective at what they do. The Police take care of most of the normal crimes that pop up. However they cannot stop a citizen from paying shinobi to investigate or do something about criminals as well, and sometimes they encounter problems that require ninja to solve. Sometimes a new drug on the street or illegal good shows up that can be traced back to a missing nin, sometimes you get ninja-animals causing trouble, sometimes a person goes missing and only a ninja have the training to track them down. Point is they don't call upon ninja for just any old thing, they can take care of pickpockets, muggers, normal murderers and the like. When they call upon ninja for help its for weird or dangerous cases that they conclude aren't worth doing with normal skills alone.

Of course, the police are often the first to be recruited into the ashigaru to guard their city under martial law when war breaks out again, as often the cities are vital points of trade and thus logistics for transporting along supply lines. When peace resumes, the police is reformed from whoever remains and begins recruiting to re-bolster their numbers to keep the peace again while shinobi get more jobs to fill in the gaps.

The Samurai:

In a similar position to the ninja, the samurai were once clans of the warring states. They unlike the ninja were always loyal to the daimyos. When the villages were formed, the samurai reformed as well, their ability to own land was taken away and they became the commissioned officer corps of the nations commanding the ashigaru as the upper echelons of the regular military. In theory anyone who passes a Samurai Academy becomes one, but in practice most samurai still come from the old clans who fought during the warring states era. Most people don't have the money to send their kids to get the training, and while not as strenuous as shinobi training, training to be a samurai still takes quite some time to do.

The main focuses of Samurai training are Taijutsu, Genjutsu Defense, Chakra Horse Riding and Leadership. They are trained to be able to at least physically keep up with ninja and resist genjutsu so they can command the ashigaru without fear of subversion. They mostly train in katanas, naginatas, spears and bows, as well as ride horses for long distance travel. This more limited training regimen is to focus on the easiest parts of chakra to learn for a wider group of people so that there is a strong officer corps to lead the ashigaru in regular warfare while the shinobi use irregular warfare. A shinobi is the more powerful and flexible combatant of the two, but the samurai is still a threat that can't be discarded, and can be trouble for a ninja to fight even if they will probably win. There are many cases where a ninja got killed by a samurai while they were focused on another ninja, and many cases where a samurai's abilities influenced the direction of battle.

Not only that, but the samurai's O-Yoroi armor is constantly being updated as time goes by. Modern O-Yoroi is made of steel, and often has night vision and gas masks built into them. Water Samurai armor have diving gear to breathe underwater. There is possibly experiments to upgrade the O-Yoroi armor even more to try and compete with the ninja, as the samurai are constantly searching for new ways of warfare to change the game for their nations advantage.

Overall, the samurai consider ninjas useful, but focus on their own job over worrying about them. They are the hammers to the ninja's scalpel, leading the armies with charisma, logistical and strategical planning and fighting with their blade. They take care of the other side of warfare ninja can't and shouldn't be bothered with. That said, the ninja still work together with them and often protect higher up samurai from assassination by other ninja, as they are often the ones who coordinate the armies and keep the morale of the troops up, hold down the fort, provide a distraction with their armies while the ninja do their thing.

The Ronin:

Sometimes even samurai desert, or betray. When they do so, they become ronin and are considered lower than beggars. A Samurai when they begin their training must take an oath to serve their nation and daimyo above all else, and to become a ronin is to become nationless, masterless, nothing but a stray that has no place in society. The punishment for them is not death but it might as well be: they lose all civil rights and are considered outlaws. A bounty is placed on their head for anyone to cash in.

Thus a Ronin often becomes a criminal as a result, either a more powerful bandit or working in the criminal underworld for more lucrative pay. Unlike ashigaru, they have better chances of survival in such dire straits even if the life still sucks. Furthermore, Ronin have a higher chance of successfully learning ninjutsu if they decide to delve more into how chakra works, already having some experience with doing so. Some Ronin are more similar to ninja than they would admit to anyone. Some of course use their leadership skills to become the leader of bandits and gangs to start their own criminal organization so that they can be the ones in charge. And of course, missing-nin and ronin have formed alliances and of convenience and partnerships for mutual survival and profit.

That said many ronin are just thugs with good taijutsu and a katana, willing to kill anyone in their way for money. To a shinobi they are just fighting a taijutsu specialist with few if any defenses against the tricky things a ninja can do. They're still trouble, but they are a direct predictable kind of trouble. When they show up they generally bump up C-rank missions to B.

Of course folk tales abound of good ronin, of ragged katana-wielding heroes wandering the land righting wrongs and following their own moral codes, of old kenseis living as hermits still masters of the blade waiting for someone to be their apprentice, of romantic fools who protect those they fall in love with, with their life. Its possible these tales are just embellished or even true, but such tales should be taken with a grain of salt. Being a ronin is a hard, desperate existence that no samurai wants to experience. Those who have the misfortune to walk it have little choice about how they can survive in the world, and often involves fighting any who would take their head and looking to find their next meal. Such people have little time for heroics and holding to a code of morality when trying to survive is a luxury they cannot afford.

Narratively Speaking, Ashigaru and Samurai:

Ashigaru don't show up at all in canon and samurai only once in a certain instance, they are here in this roleplay to provide a few certain things. For one they fill in stuff about the world and how war works, militaries are often big multi-faceted things in the modern age with millions of people fighting that ninja simply don't have time for. Another thing they provide is the ability to hold ground. A single ninja superman no matter how powerful can't hold a city and enforce law in it because they can't be everywhere at once for long periods of time, but an army can. The Ashigaru and Samurai are in universe, there to be the brute force “throw as many bodies and resources at the problem as needed” solution part of the military until they just break through.

Narratively, they are the “normal” combatants there to set the stage for a ninja to turn the tide with their clever tactics and chakra techniques. Ashigaru are there to be slaughtered as mooks so that ninja remain unique, powerful and narratively important. Samurai are there to be tougher obstacles to fill things out without coming up with a ninja to fight. I plan on neither being important enough to have names or backstories. They generally aren't unique in their abilities, they are just to establish a baseline for non ninja that shinobi of course deviate and plan around. The Samurai might come up with new tricks for their armor or be apart of some plots to make the samurai more relevant, but generally they're either just enemy taijutsu combatants or officers you coordinate with on certain missions. Land of Iron Samurai are the best, but technically there are Samurai and Ronin everywhere: Gatou had two Samurai working for him and hired a dozen ronin when he decided that Zabuza was too expensive.

Based in canon, Samurai focus almost exclusively on Kenjutsu(Japanese martial arts focused around sword use,) particularly Iajutsu, as well as the basic Taijutsu and chakra flow techniques(channeling chakra into part of your body and/or a tool to make it more effective.)

In canon, more advanced Samurai also know Ninjutsu-like abilities that are focused through their swords, though they're classified as Kenjutsu.

Ironically, a Samurai or Ronin would be a very good mentor for any Ninja to have: Chakra flow seems to be a precursor skill for Shape transformation and, in the anime, Naruto was tought Chakra flow and Asuma's specific chakra flow techniques as a precursor to his nature transformation training and the development of the Rasenshuriken. Samurai are the masters of chakra flow, having the most potent chakra flow techniques, so training with a samurai and learning those techniques would make learning advanced ninjutsu and genjutsu--anything that uses advanced shape or nature control.

Something to keep in mind, since our cast of main characters have goals of "learn every Ninjutsu and Genjutsu and master the fundamental behind them," "obtain perfect body and perfect chakra in order to become enlightened via perfect Sage Mode," 'be a great ninja despite a severe physical handicap" and "always be in the room when it happens, even if I'm not supposed to be there."

They could also use a Jinchuriki. But Senko didn't know when, or even if, Jirou-sensei would take her proposal to Lord Otokage and the plan was to deliberately leave the 'Jinchuriki' part out of briefing to Otokag so he'd have deniability, so it'd be best not to mention that plan and focus on scoring the snake contract first.

Idly, Senko wonders if becoming the Snake Sage before making the proposal to cloud would help, because clearly an acknowledged sage is differant from a mere child, or Thunder it, becuase they'd be less likely to assume she was a rube who didn't know what she was doing and give up something they'd failed to get anything meaningful from in favor of something of value.

Meanwhile, a nine-foot-long snake is slithering up around Odayama trying to get to the bells, dong her best to avoid the tags, and all the while covered up in a genjutsu that makes her actions seem perfectly normal.
