Help finding a game that lets you build a crime organization

I'm trying to set up a roleplay scenario featuring a crime organization and espionage. I'd like to find a game that can help me build out the levels and roles within a crime organization, something like an "order of battle" and then build out the individual personalities/archetypes for each role from the boss down to a few low-level guys.

Savage Worlds used to have a setting called Crime City. It may or may not be quite what you are looking for.

The old AD&D Theives handbook had material on guild creation.
