The fluff for Io depends on the edition. LaZodiac's thing is accurate from a 4th edition, and possibly 5th edition perspective. I don't know, 5th edition isn't for me.*

Well I'm on Stranger Things Series 1 Episode 2 as soon as I can wrangle control of the TV.
You know, when doing all the 'what D&D class are we' thing with friends people always peg me as a wizard/mage, but I'd rather be a bard. True, I like having knowledge, I can't play an instrument (anymore, could relearn the piano if I had the space), and I haven't acted in years, but I love brumby on a stage entertaining or trying to tell a story, and my knowledge is much closer to odds and ends I've picked up through life than a large amount of academic knowledge.
Plus if I lost about seven stone I'd look good in a silly hat.

So I've found myself working on backstories for characters no sane GM would ever let me run.
Spoiler: Current outlineTwo years ago there was a remote research facility in a field, trying to findthe answer to a question. A question that seemed to confound everybody there, but which few others seemed to ever think of.
Why does the soil keep spontaneously combusting?
Eventually they found their answer in the way many discoveries were made. That is by accident, because of some low level technicians leaving a hyperplastic cage outside with some lettuce in it.
The reason found additional research was to begin, until the government got wind of it. Unfortunately the Mutant Equality Act, which stated that no experiments could be performed on mutants without their consent, did not include an exception for those with four legs. And thus began for a search for a way to ask for permission.
Eventually a telepath and an engineer were able to jury rig a system to help him speak, although unfortunately during the explanation of human society he got a bit fixated on helping people...
And thus begins the adventures of Sir Hopsalot, the Relativistic Rabbit.
(His nemesis is a hyperintelligent fox who threatens the city with orbital death rays.)

One could argue that a AGI wouldn't need nearly as many cycles for training after activation, because it doesn't need to be trained outside of the decisions it makes, and a CPU could possibly be enough for that if you don't try to make it make too many decisions at once. Actually specialised hardware would probably outperform both the CPU and the GPU, though...

That, or I was confused by my expectation that a law in this zany universe would contain a lot of equally ridiculous exceptions which apparently are there by accident, like someone putting "two-legged" in the definition of a mutant without even thinking. That it would be clean-cut and sensibly all-encompassing was honestly unexpected.

Which, to be honest, is part of the intention. Along with the need to somehow justify a rabbit able to hop at speeds of at least thousands of meters per second (I haven't quite decided if he should live up to his name) being given a voice for playability purposes. There's also the implication that people in-universe were expecting such a loophole, as if some have been found before and used to perform unethical experiments. Probably on some highly intelligent animal that went on to successfully get the definition of 'mutant' changed.
He still doesn't understand a lot of society, like why the Chief Human tends to be male, but he's working on it.
But yeah, the idea is that the backstory carries the tone of the character while still making enough sense. This is a bunny that fights crime by tackling people really fast, it's an inherently silly concept (although that can could still be played very seriously in the right group).
