Splittermond-like initiative/action resolution

I'm really intrigued by (my understanding of) descriptions of Splittermond's "tick" system, but I don't speak German so I can't really look at it for myself. Are there other games in English with similar systems I could look at? When I described it to my cousin he said it sounded a bit like FF10, which I haven't played, but we're talking about several iterations of playing telephone at this point so I don't know.

I don't know if it is exactly the same, but I think Exalted 2nd ed and Hackmaster both use "tick" systems and so might be worth a look.
