Violetta saw Uncle Tik-Tok's body and identified it. I don't think anyone of the group saw Madwa's 'body', they just got the report that the body of an older woman with only one hand was found, and identified as Madwa. Which was such a red flag no one here is surprised she's still alive.

What does surprise me is that Madwa is letting Steelgarter live. Her cover is blown, Albia herself might have reason to investigate, Steelgarter knows too much... She'd have to be a very valuable operative indeed for Madwa not to close that door before the horse got out.

Or madwa is working for her to an extent. She may be one of the best smoke knights out there, but that doesnt make her the boss of everything. Of course, there is always the chance that she dies while making her escape in a totally natural manner that of course isnt suspicious at all. No, really.
