I'm pretty sure that this comic contradicts that theory. We see the Heterodyne in panel 2 and pre-Jagerdraught Oggie in panel 4, and they're clearly not the same person.

Jenka is an interesting case - from her first appearance she is unmistakably a Jager (The eyes, ears and claws for a start, and Faust probably helped a bit) but I suspect that she was very fond of her fangs. So was the Storm King, by the sound of it - anything in a skirt, it seems...

In other words, while the fish people will probably think the frozen fish is not quite as good as their usual fare, they will probably like it better than if you tried to foist 3-day-old fish on them.

There is a very clear difference in intent here. Gil is in standard "making jokes at Tarvek's expense" mode and is likely expecting an insult back (And Tarvek will feel better). Tweddle was serious which is an example of his being stupid and arrogant.
