Because you want to be prepared in case of a highly unusual number of players? After all, better be ready instead of having to rush some last minute ideas.

You have my sympathy, I thought creating 16 roles for my game was rather rough (though the final two I created after I thought it'd run out of ideas ended up being two of my favorites).
