Barbarian/rogue. And I'm pretty sure it's a maul.

It's not high magic, it's wide magic.
And it's definitely not steampunk. The only time steam gets involved is when the fire and water elementals break loose.

While Harley's club (big mallet, baseball bat, etc) is a GREAT club, I would not assume it was a great club. There are many times when she wields the club one handed (just like there are many times she opts to use two hands). So I would ascribe it as a one handed club with a versatile property (and occasionally a hidden bomb ready to level Gotham).
Is Harley Quinn a Barbarian? Well she is a professional physiatrist with a MD & PHD (her job requires an MD and the sources often say PHD). While she rarely applies that talent for self reflection, there are numerous times we see her skill displayed. This lends me to believe she has some Expertise in the matter. I think we can all agree that she is a human, so the Prodigy feat is available for 1 Expertise, but that raises 2 questions: 1 Was Harley a Prodigy or just a professional? and 2 Does a MD represent multiple Expertises?
Now for physical abilities Harley Quinn demonstrates high strength (for a human) and high dexterity (for a DC character). This lends to her having higher Dex than Str but both are high enough to not contradict Barbarian. This is complicated even further because her world does not have a Dex/Str binary for attacks.
In summary: Maybe, but maybe she is a Human Rogue with an MD and a versatile club.

What about having her be a Kensai Monk/Rogue?
That way you can have her swing around a war-hammer with her high dexterity score.
Monk means a high Wisdom score, which extends into expertise in Insight & Medicine (as to capture her training). Either Mastermind or Inquisitive work for her.

Powered by Charisma with Shillelagh. Armor of Shadows and Beguiling Influence to start, picking up Book of Ancient secrets (for plans) and Aspect of the Moon (for working at night).

Ok, here's a rough Harley Quinn, based mostly on the Harley Quinn DC show, because that's what I've been watching, but I think it works pretty well for most of them.
Human Rogue. Acrobat subclass, which turns her into a pseudo-monk. Custom background that includes Insight and Medicine.
As a rogue, she trained in Acrobatics, Perception, Persuasion, and Stealth.
She has expertise in Insight and and Stealth.
Quickie Acrobat subclass
3rd level: Expertise in Acrobatics. Add proficiency bonus to AC when unarmored. Add Dexterity modifier to number of feet jumped, like a Thief.
9th level: Unarmed speed is +10'. Half damage from falls. Gain 5 Ki points, like a Monk. Can use Flurry of Blows, Patient Defense, Stunning StrikeThe Cranky Gamer

Greatclub v Decorative Q-staff / Warhammer vs Maul: Is she fighting regularly one-handed, or are there "release-a-hand swings" mixed into the style? Fighting with a two-handed weapon means you need both for proper control and technique, but it doesn't mean your hands have to be glued to the thing throughout.
Unarmed fighting is a genre trait, so Monkery isn't strictly necessary unless "disciplined semi-mystic warrior" is part of the character concept.
Ditto armor.
That said, Barbarian for Crazy Lady With A Mallet fighting prowess follows.
Sanity is oblique to wisdom - which is more about awareness.
Medicine is wisdom primary as it's not "I know all this stuff" as "I am looking at this set of conditions, and pulling together a diagnosis, or treating the injuries based on the specifics of the case before you." Compare Nature to Survival. Also consider that if you are really wanting to tap medical knowledge that's an Intelligence(Medicine) check.
Fair Wisdom, needed for the Insight and Medicine (Psychiatrists are M.D.s by training). She doesn't dip deeply into pharmacology, but Hermit kind of taps the needs and withdrawn nature of an Asylum. Otherwise mock up from Guild Artisan for your licensure.

Harley has been failing almost all her insight checks on Joker, I don't think she's high Wisdom.
She's definitely intelligent, but she's probably around Int 14-15.
Her constitution's a bit low for a barbarian, so maybe she really liked the roleplay.
Harley with a bat is regular club, though there's a good argument for it being a maul. Harley with a hammer is a warhammer. It's even versatile.
It's not exactly perfect but it's probably the closest in a single class.
