No Longer Seeing Text Formatting Options in PBP Board

I just recently returned to my board after a couple week hiatus and no longer see the text size, color, font, formatting options above the message box. Smileys are still there. Is this a site-wide change?

Make sure you aren't in the Mobile site. Go to the bottom of the page and select "Playground Sand", and not "Playground Sand Mobile".

Alternatively, we've been having some loading issues-I've had once or twice the upper part did not load, and I had to refresh the page (and wait for a while). But it's there right now for me.
