That's a good point on putting the terrain things at the start of the section. My thought was "I don't want to have to flip to another page to reference terrain every time they move" - but I can really just make a reference page to stick to the DM screen that covers the terrain types.
I thought about having the random encounter table include "Hex specific," but there are specific areas on the map that have heavier degrees of military patrols. One hex over from the enemy capital may end up with a random encounter check of:
Roll 1d6; on a 1-2, encounter Enemy Patrol A, on a 3, Enemy Patrol B, on a 4, roll on table G10, on a 5-6, nothing.
Doing an "is there an encounter, and is it random or hex specific?" roll first lets me add that level of granularity.

How are you handling hex specific encounters? Do they occur as soon as a hex is entered?

They're on the Dx encounter check for every 2 hours that pass in the hex. Dice size will vary based on "busy-ness" of the hex.
