That's your definition, not mine, and it seems to contradict itself. If it nullifies attrition, why are you defining it on a per-encounter basis? If it really nullified attrition it would work the same in every encounter, or at least every encounter that happens in actual play.
(I.e. even Healing Spirit on a specialized healer doesn't nullify attrition as a gameplay element if you have 100 fights in a row--but you never will.)

Honestly no idea. I imagine... Maybe Monday? PAX Online is right now, they’re doing some D&D stuff this weekend like some live games, the book just came out.
I figure giving everyone until after the weekend makes sense. Just spitballing, but it makes sense to me.

It is not my definition, it is me trying to parse one from what you said, I apologise that it clearly is not what you had in mind.
Personally I think that at the very low levels (1-3/4) grabbing Cure Wounds is sufficient and anything above that is sufficient if you're actually trying to create a healer (Life Clerics, Alchemists, Celestial Warlocks, Divine Souls etc.).For D&D 5e Builds, Tips, News and more see our Youtube Channel Dork Forge

College of Respite Bard...given the material it's appearing in, I would name that character Hygge.
I'm imagining her generating big, cozy fireplaces, with lots of fur blankets/rugs and fluffy furniture, and playing very soothing commercial Christmas tunes while the rest of her party sips on peppermint hot chocolates."Come play in the darkness with me."

Fireball shouldn't end an encounter at 5th level. Not unless it was one that wouldn't pose much threat of resource loss anyway.
That aside, if healing can keep up with damage for the same relative resource cost, then fights drag out tremendously. And there's a reason that Aura of Vitality is Paladin only--every cast costs them a major smite. The issue comes in when bards steal it.Dawn of Hope: a 5e setting. http://wiki.admiralbenbo.org

I feel like this needs a specification. Aura of Vitality does it out of combat- if you're using it during the combat it doesn't have much of an impact. 2d6 as a BA is a waste of time if you can do literally anything else with it on your turn, unless somebody's downed- and even then throwing a lv. 1 Healing Word is probably going to be better.
I wouldn't say fights drag out when you consider this.
