[3.5] Control Light Power vs [Light] Effects
Let me see if I've got this right. The control light power has the [light] descriptor, while allowing you to increase or decrease light in an area up or down to +/- 100% so long as you concentrate on it. No mention is made of preternatural or artificial light sources, meaning all sources of light are increased or decreased accordingly. And unlike [darkness] effects, [light] effects do not suppress other [light] effects, so the daylight spell and similar wouldn't actually do anything to negate this, even if control light is used to create complete darkness (which, like no light but *not* darkness, would actually BE complete and total darkness).
I mean, you have to concentrate on it actively, and the effect does not move, which means it is more difficult to use, practically speaking, than even high level [light] spells, so it'd make sense that even high level spells wouldn't affect it, despite being a level 1, very niche, power.
Does that sound about right?
