I believe I know who.

There are certain magical books/manuals that can increase one's wisdom score. Belkar happens upon one soon - maybe they defeat a monster in the tunnels and that book's the loot. He reads one, and Wise Belkar appears. I like this concept. It's also the most annoyingly rules lawyery way to pull this off.
